Introduction

Monitoring and Responding to Emerging  Digital  Harms in Sri Lanka .

Over 7.2 million Sri Lankans were social media users in 2023. With the increased use of these platforms, the spread of digital harms, interchangeably used with harmful speech henceforth (hate speech, harassment, incitement to violence, and disinformation) has also increased, impacting ethnic and religious minorities as well as other vulnerable groups in society (such as women, minors, and persons with disabilities (PWDs).

Through numerous peace-building interventions such as the Joint Programme for Peace, support from the UN Peace-building Fund, and Preventing Violent Extremism through promoting tolerance and respect for diversity, the United Nations Development Program (UNDP) in Sri Lanka has made interventions in understanding hate speech patterns online. In the advent of the major shifts in the political and economic landscapes in the country with their potential implications on peace and stability, UNDP believes further investment is needed to understand the full evolving scope of the problem in a post-crisis Sri Lanka heading into a crucial election period. This will entail in developing and strengthening datasets that will enrich analysis of harmful speech trends and help facilitate advocacy efforts targeted at social media companies’ responses to digital harms on their platforms.

Objective;

UNDP, in close coordination with the Resident Coordinators’ Office, intends to engage with an experienced and established national non-state institutional partner to systematically monitor and report trends and patterns pertaining to the spread of harmful speech in Sri Lankan social media space. The Knowledge generated through the intervention is expected to shape UNDP preventive and mitigation approaches, guide advocacy and policy interventions to strengthen peace-building and promote social cohesion and respect for diversity in the country
