 ENHANCING ACCESS TO JUSTICE ON A MUNICIPALITY LEVEL


UNDP "Strengthening the Rule of Law and Justice in Libya" project seeks to provide tailored solutions to the points raised during the assessment in Gharyan and Benghazi and support the running and establishment of a legal aid clinic or strengthening of an existing legal aid facility in each locality by a national NGO, an international NGO, or a joint venture. 


The UNDP "Strengthening the Rule of Law and Justice in Libya" project (in the following “RoL project”) has three main outputs. The “Justice for everyone” Initiative seeks to strengthen the second output by enhancing community-oriented responses to justice and security needs, particularly for women, youth, the elderly, and at-risk and marginalized groups, to prevent outbreaks of conflict and mitigate escalation. 


This project's scope involves several major activities that the Contractor is expected to undertake, ensuring a comprehensive approach to establishing and running a sustainable Legal Aid service in Benghazi and Gharyan. Firstly, the Contractor will be responsible for identifying the legal aid service provider. The choice of legal aid service provider must be made with consideration for the long-term sustainability of the activities. The preferred option could therefore involve establishing a partnership with a university to set up a university legal clinic or strengthening an already existing legal clinic. The contractor will also be responsible for setting up/improving the clinics' physical facilities, securing appropriate premises, furnishing the offices, and ensuring all necessary equipment and supplies are in place.
