UNCDF, in partnership with Bamboo Capital Partners (BCP), launched the Bamboo-UNCDF Initiative for the Least Developed Fund (the "BUILD Fund") in 2020. This blended finance vehicle aims to finance businesses aligned with the Sustainable Development Goals (SDGs) in the world's least developed countries (LDCs). Complementing the BUILD Fund is the BUILD Enterprise Resource Technical Assistance Facility (the "BUILDER TA Facility"), managed by UNCDF, which provides targeted support to enhance the impact and sustainability of these investments.


Through the BUILDER TA Facility, UNCDF offers both pre- and post-investment advisory services, focusing on ESG (Environmental, Social, and Governance) and impact management support. This technical assistance aims to enable investees to use funds effectively, strategically expand their businesses, and reduce default risks, ensuring sustainable growth aligned with UNCDF's mission..


Scope of Services


The selected consultancy firm will support UNCDF in evaluating the impact of the BUILD Fund and BUILDER TA Facility on five selected SMEs in LDCs. The scope includes:

  • Conduct in-depth impact studies to assess how BUILD Fund investments and BUILDER TA support affect the operations, ESG performance, and gender empowerment initiatives of these SMEs.
  • Provide a comparative impact analysis across SMEs to identify enhancements in UNCDF’s support and add value to the BUILD Fund.
  • Survey end clients to measure the impact on their lives and gather insights to help SMEs improve their products and services. 
  • Conduct initial and final assessments to measure progress and impact.
  • Prepare individual reports for each SME with key findings and a case study, as well as a consolidated cohort report with methodology, findings, and actionable recommendations.
  • Data Collection and Management: Manage data collection, cleaning, and field staff training, using a mixed-method approach (quantitative and qualitative) tailored to each SME’s target population and project needs.

This comprehensive assessment will help UNCDF refine its support and maximize the BUILD Fund’s impact on sustainable development.
