Introduction

Conduct Mapping of data collection, analysis and dissemination capacity of key justice sector institutions in Sri Lanka. 

Organized data collection, analysis and dissemination are crucial elements in enabling justice to all in an accountable and transparent manner. To that end, the identification of a core set of indicators to guide sector institutions’ collection and management of data is important. There is also opportunity for better coordination amongst justice sector stakeholders in terms of data collection and dissemination. 

In light of this, UNDP seeks the support of a service provider to conduct a mapping of data collection, analysis and dissemination capacity of key justice sector institutions, including the Ministry of Justice (MOJ), Attorney General’s Department (AGD), Government Analyst’s Department (GAD), Legal Draftsman’s Department (LDD), Sri Lanka Police Department and Prisons Department.  The initiative will support the Ministry of Justice, as the focal point of the justice sector to analysis of data to track SDG 16 indicators which is anchored on promoting peaceful and inclusive societies, providing access to justice for all and building effective, accountable, and inclusive institutions at all levels.



OBJECTIVE AND SCOPE OF INTERVENTION 

The objective of this initiative is to identify the specific data gaps with a view to introducing systematic data collection/analysis and dissemination within the sector, which will enable tracking of SDG16 indicators, inform policy reform, and ensure efficient case/case-flow management within the sector.

The mapping needs to include the gaps as well as recommendations (short term, medium term and long term) to improve data collection, analysis and dissemination. It also needs to consider the ways in which inter agency cooperation within the sector could also be utilized to improve data collection, analysis, and dissemination.
