Description of the Assignment:
In 2017, the Department of Information and Communications Technology (DICT) started the implementation of the Free Public Internet Access Program (henceforth referred as the “Program”) through the RA 10929, which aims to provide free broadband internet access to public places across the country, specifically 104,000 Wi-Fi sites by 2023. However, challenges in the bidding and implementation process, limited access to cost-effective and up-to-date technology options, as well as limited capacity of local telecommunications companies have slowed progress toward this goal.
Hence in 2018, DICT sought the assistance of UNDP to accelerate the roll-out of the Program. Working in partnership with DICT, UNDP used its Direct Implementation Modality to apply its procurement system and partnership agreement instruments to provide Wi-Fi services and strengthen ICT ecosystem for designated areas that currently have no or limited access to the Internet, and to sites that were highly affected by the pandemic and/or natural disasters such as higher educational institutions (HEIs), public and rural health units (RHUs), and local government units (LGUs).
The free Wi-Fi project was amended in 2022 in view of the challenges faced by the project during the first three years of the FWFA implementation. Amendments were made to consider the new context and priorities of the Philippine Government, especially after a pandemic and several disasters experienced by the country, includes: a) broadening free public Wi-Fi access to include geographically isolated and disadvantaged communities (GIDAs) and indigenous peoples (IP) communities, b) strengthening the health care information and communications technology (ICT) systems of government, and c) enhancing disaster preparedness and response of DICT and LGUs for responsive and resilient connectivity and communications.. The amendment was guided by the discussions and agreements made in a series of Project Board and High-Level Meetings between the DICT and UNDP in the Philippines, and in consultation with key government partners.
The updated project is entitled: “Connectivity, Capability, and Resiliency through Free Wi-Fi for All (CoRe FW4A)”. The goal of CoRe FW4A project is focused on achieving inclusive and sustainable internet connectivity in public places, government agencies and instrumentalities nationwide, empowering all citizens, including women, youth, and marginalized groups, through enhanced institutional capacities of government and widespread accessibility in public HEIs, RHUs, LGUs, GIDA, and IP areas.
And the project outputs are as follows: Output 1: Broader people’s access to free internet services in designated sites; Output 2: Capacity of DICT strengthened to install and manage ICT, internet equipment and services, and in ICT assessment and planning; and Output 3: Disaster preparedness and response for emergencies including health-related connectivity and communications resiliency improved for DICT, sub-national, and local government offices. a. Output 3a: Healthcare ICT ecosystem strengthened for rural health units, vaccination centers, and public hospitals. b. Output 3b: Disaster preparedness and response for emergency connectivity and communications improved for DICT, sub-national and local government offices.
SCOPE OF WORK
UNDP seeks to engage the services of an Individual Consultant to support the communication needs of the CoRe FW4A Project, particularly audiovisual materials i.e. project corporate video and audiovisual brochures which will be cascaded on the communication channels of UNDP, DICT, and other CoRe FW4A Partners. These materials aim to: 1. Provide an overview of the DICT and UNDP Partnership through the CoRe FW4A Project and present the four project components; 2. Present project accomplishments on the deployment of free wi-fi connectivity and infrastructure in schools, GIDAs, IPs, PHFs, and DRR LGUs; and 3. Emphasize the importance of internet connectivity to supplement learning, promote inclusivity among disadvantaged areas, and augment the government’s disaster response mechanisms and public healthcare services by showcasing stories from project beneficiaries. 4. Support DICT Free Public Internet Access Program in communicating its objectives and accomplishments through development of program video.
The Individual Contractor is expected to accomplish the following activities with corresponding deliverables:
1. DICT – UNDP CoRe FW4A Project Video. With guidance from the CoRe FW4A Project Manager, create a script, storyboard, and video/animated content for an overview of the project, its components, including its key accomplishments and impact. The video should highlight the project's mission to bridge the digital divide and provide free Wi-Fi in underserved areas in support of the DICT Free Public Internet Access Program. It should also include soundbites from key principals of the project. The full version should be no more than five (5) minutes, with a one (1)-minute abridged version for social media.
Videos should be in mp4 format, in H.264 video compression format, and ready for posting on video sharing platforms (1920 x 1080p). Shorter versions should be ready for posting on social media with the following specifications: • Reels: 1080 x 1920 pixels with an aspect ratio of 9:16 • FB/LinkedIn Video: 1280 x 720 pixels with an aspect ratio of 16:9
2. DICT Free Public Internet Access Program Video. With guidance from the CoRe FW4A Project Manager and with consultations from the DICT free Wi-Fi project team, create a script, storyboard, and video/animated content for an overview of the program and its key components. The video should emphasize the program’s mission to provide free and accessible internet services across the country. It should also include soundbites from key principals of the program in the government. The full version should be no more than five (5) minutes, with a one (1)-minute abridged version for social media.
Videos should be in mp4 format, in H.264 video compression format, and ready for posting on video sharing platforms (1920 x 1080p). Shorter version should be ready for posting on social media (1280x720).
Coffee Table Book
With guidance from the CoRe FW4A Project Manager and Country Office Communications Team, conceptualize, design, and develop a Coffee Table Book that showcases the DICT-UNDP CoRe FW4A Project's journey and achievements. The book should highlight key milestones, success stories, and the impact of providing free Wi-Fi to underserved communities.
It should be designed for both print and digital formats. For the print version, the book could adhere to the following specifications: • Print Size: with the project’s final decision or with consultant advise • Photo Quality: High-resolution images (300 DPI minimum) to ensure clarity and sharpness for both print and digital formats. • File Format: Images should be in JPEG or PNG format • The book should follow standard UNDP Editorial and Brand Guidelines. The digital version should be optimized for online viewing, ensuring a visually engaging and informative presentation that maintains the quality and layout of the print edition. Note that the booklet will be produced by the project once the final soft copy is submitted.
Repository of videos and visual elements. With the CoRe FW4A team, maintain one (1) working folder for assets collected and videos produced under the Project. This repository will be handed over to the CO Communications Team for documentation of the project.
