UNDP Eswatini is seeking the services of project management firm or a TVET collage(s) with adequate capacity and experience in supporting the selection and training of out of school youth on three different artisanal trade skills areas. 

The assignment is divided into two Lots:

  • Lot 1 - Seeks to train out of school youth on traditional artisanal skills such as Metal Work/Welding, Fashion Design/Sewing and Upholstery.
  • Lot 2 - Seeks to train out of school youth on Culinary Arts Skills as well as Electronic and Mobile Phone repair skills.

Qualifying prospective TVET colleges must have a fully-fledged training workshop with all the necessary training equipment and material and must also have clear strategy and plan on how the trained youth will be channeled into mentorship programmes for further training and development (upskilling). 


SCOPE OF TENDER


The proposed mentorship programme must be costed and must be inclusive of a self-employment or entrepreneurship pathway that will be offered to the trained youth. Applicants are welcome to apply for either one (1) Lot out of the two (2) or both Lots, depending on own capacities.  The training offered must be accelerated with Lot 1 being for a period of three (3) months and Lot 2 being for a period of 6 to 8 weeks. The focus should be more on practical’s than theoretic concepts.  The selection criteria will be defined by the prospective TVET College applicants in line with UNDP’s principles of Leaving no one behind (LNOB). Below is a further outline of the scope of the assignment.


Selection of out of school Youth:

  • Design and distribute application forms in target areas, focusing in the Shiselweni and Lubombo region. The distribution of application forms should inter alia include distribution of forms in Tinkhundla areas of the target regions.
  • Screen applications to ensure candidates meet the eligibility criteria. The programme is targeting the most underprivileged youth who could not even finish high school. The programme to be designed must focus building skills than learning theoretical concepts. 
  • Conduct interviews and assessments in collaboration with UNDP to select the most suitable candidates.
  • Organize orientation sessions for selected candidates to explain the program structure, expectations, and outcomes.
  • Facilitate the enrolment of trainees in an induction programme that inter alia includes mindset change, mental health and entrepreneurship 

Curriculum Development:

  • Develop a comprehensive training curriculum tailored to the specific artisanal skills being taught.
  • Design a programme that focuses on building skills than teaching theoretical concepts.
  • Provide hands-on training and workshops led by experienced instructors.
  • Ensure access to necessary tools, materials, and equipment for practical sessions.

Mentorship and Support:

  • Support the identification of mentors who will provide further training and support to trainees post the training so that they continue to learn by doing, leading to grade testing.
  • Propose a detailed and practical entrepreneurship pathway for the trained youth so that they are able initiate self-employment inspired livelihoods. The proposed entrepreneurship pathway must be tailor made for each training area e.g. welding or upholstery. 
  • Offer additional support services such as career counseling and personal development workshops. 

Follow-Up and Support:

  • Conduct follow-up sessions with graduates post the training to track their employment or livelihood status of the graduates so that continued support is provided.
  • Gather feedback from employers where applicable to continuously improve the training program.

DUTIES AND RESPONSIBILITIES OF THE CONSULTANT 


The service provider will be expected to deliver the following: 

  • The service provider is expected to design/review/upgrade the training programme that seeks to develop artisanal skills for out of school youth.
  • Select and train out of school youth in line with Lo 1 (90 youth) and Lot 2 (35 youth) respectively. The consultant is expected to prioritize the section of youth living with disability as well as young girls.
  • Support post training mentorship through a network of mentors

The firm/TVET college must have a proven track record of at least 5 years in training youth on TVET skills. The firm must be registered with relevant government licensing authority for TVET colleges, and it must have valid statutory documentation that define its legal status.
