Introduction

UNDP is seeking for a a National ICT consulting firm to develop digital solutions to update NAP Portal M&E features for regular analysis and tracking of NAP progress (http://adaptation.dcc.gov.vn/) for the Viet Nam Climate Smart Coastal Communities (VN-CSCC) and the National Adaptation Plan (NAP) Planning Projects, as described in the attached documentation.

The main objective of the consultancy is to develop digital tools to improve/enhance NAP Portal M&E features with open application interface for provinces and ministries to regularly update and manage data entries, analysis and reporting of annual real time adaptation progress of Viet Nam. The digital tools and analysis will be guided by the NAP’s M&E guideline templates agreed by MONRE already and will be customized into a dashboard as well as be extracted in the form of MS. Word and Excel as primary data outputs. The consulting firm must ensure information security solutions and services for the M&E system and data in the NAP Portal, following the Government security requirements and standards, as guided by MONRE and their authorized entity in the Government.

The firm is expected to work with experts from MONRE, MPI, MOT, MARD, and MOH, as well as a range of international and national consultants, who are also mobilized by MONRE and UNDP to get comprehensive knowledge and input for development of the web-based interface application.

Specifically, the firm will be responsible for:

1.      Upgrade the online open interface of the current M&E system with digitalized applications and online solutions for assessing data inputs and monitoring of climate change adaptation activities; and provide training to DCC officials and line ministries on the use and management of the digital application of the upgraded system.

2.      Ensure the data management and data collection system meets safety and security standards according to regulations and enable DCC officials to regularly manage, extract and present the data in a systematic analytical dashboard.
