Introduction
The Merged Areas Governance Programme (MAGP) is a comprehensive governance initiative that focuses on technical assistance and implementation support to the Government of Khyber Pakhtunkhwa (GoKP) in three main areas: 1) accelerated development with an emphasis on the delivery of basic services; (2) border governance and connectivity; and (3) support to local governance systems. The overall objective of the Programme is to enhance the capacity of the GoKP to successfully integrate the Merged Areas and strengthen border governance and cross-border connectivity by extending laws, policies, and strategies; planning, designing, and delivering development initiatives; and implementing inclusive local government systems. An emphasis is placed on inclusive development, to ensure that marginalized population groups benefit from development in the MAs, as well as on disaster-risk reduction and improved risk management, to help prevent, mitigate and/or address the effects of climate change and other risks.

Project Timeline:
The duration of the timeline for District Packages Civil works will be 05 months. The time duration against each activity in the work plans of Lot 01 (1.1, 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, 1.8) will be updated by the construction contractor as per the resources available. For work plans refer to annexure A.
Quality assurance and control:
The contractor will strictly comply with the technical specifications (Refer to Annexure B). All the construction activities will be executed as per standard practices mentioned in Annexure B.
A compliance sheet is to be filled in during the implementation of the project to ensure that standard practices are not being deviated. In case there is a deviation from the approved/standard works that must be reflected in the compliance sheet that is part of Annexure B.
HEALTH, SAFETY, SECURITY, AND ENVIRONMENT (HSSE) PROTOCOL GUIDANCE NOTE TO UNDP CIVIL PROJECT VENDORS
Health and Safety protocols must be adhered to on-site during the implementation phase.

Environmental considerations:
This aspect has been covered in the section 03: Environment Data and Mitigation Measures,
of the assessment form. Please refer to annexures 1.2, 1.2, 1.3, 1.4, 1.5, 1.6, 1.7 and 1.8 for the details related to the environmental aspects of the respective projects.
Payment terms and milestones: Modality of Payment will be based on specified milestones.
