Introduction
1. 1. Propose specific thematic areas and needs within the creative sector that the support programme will focus on, motivated by recent and relevant research findings that leverage off existing literature and expertise in the sector;
2. 2. Innovation programming should prioritize women and youth within the creative sector to align with UNDP's mandate for inclusive and equitable development. Programming should also include persons with disabilities and previously marginalized groups.
3. 3. Design the theory of change, strategy, methodology, workflow approach and targeted levels of support for the programme, ensuring that creative-tech remains a central focus.
4. 4. Implement the designed programme taking an iterative approach, constantly adapting the programme to ensure it remains relevant to the needs of the beneficiaries while fulfilling the mandate of timbuktoo;
5. 5. Design outreach strategies, both direct and indirect, to identify, recruit, and build a pipeline of creatives able to participate in the programme.
6. 6. Develop all required marketing and communication collateral and launch the the support programme;
7. 7. Develop a typology of the creators/innovators that will qualify for the programme, and develop specific selection criteria based on this for the evaluation and selection of programme beneficiaries;
8. 8. Conduct the evaluation and selection of innovators/creators together with the Project Steering Committee;
9. 9. Develop programmes tailored to support the needs of the selected innovators/creators. Support may include mentorship, business support services, investment readiness, product development, and other support services that will ensure the progression and eventual scale of the businesses and their creative products/services.
10. 10. Provide hands-on, bespoke, and continuous support to innovators throughout the programming.
11. 11. Actively engage with the innovation, creative and business support ecosystem in South Africa and in Africa, and create linkages and access to networks for the beneficiaries on the project;
12. 12. To support the pan-African vision of the timbuktoo initiative, the organization should actively engage with Africa’s broader innovation ecosystem. This may involve building partnerships with other creative hubs across Africa and creating opportunities for cross-border collaboration, knowledge sharing, and networking.
13. 13. Support high-potential creatives to design longer-term strategies for scale and sustainability beyond the timelines of this project;
14. 14. Actively post/share on online and in-person platforms to raise the profile of both the timbuktoo project as well as the selected creatives;
15. 15. Engage and work with a range of partners to ensure programming is informed by diverse insights, is impactful, and is supported by the broader creative support ecosystem. Engage with partners to leverage off work already underway, avoid duplication, and to scale the programme in the long term;
16. 16. Provide oversight and management support to the programme throughout its lifetime. Includes monitoring, evaluation and reporting on all programme activities, and a mid-term and final evaluation of the achieved impact.
