The project responds directly to this need by compiling a state-of-the-art database on social and economic activities and relationships in Viet Nam. A Social Accounting Matrix (SAM) is a comprehensive data system providing an empirical basis for studying inter-sectoral relationships and resource flows, and distribution of income to various population groups. In the context of the Just Energy Transition, the standard SAM configuration would be expanded by more detailed electricity production. Hence, an Energy Social Accounting Matrix (ESAM) would combine supply-use tables from the national accounts with detailed information on energy, labour markets, household expenditure, etc. The resulting ESAM would be accompanied by a matching set of energy and emissions accounts, enabling researchers to model policy alternatives to inform policy makers about the impact of the energy transition on domestic industries, regions, trade, and groups of households.

The project will construct an Energy-focused Social Accounting Matrix for Vietnam to explore the socioeconomic impact of the energy transition.

UNDP in Viet Nam is looking for an international firm/institution/organization to produce an ESAM for Viet Nam and to calibrate models to enable policy makers to understand the distributional effects of the energy transition on industries, occupations, income groups and some locations.
