DEVELOPING ANGOLA’S NATIONAL ENERGY SECTOR MRV SYSTEM

   Background

Angola’s government through the Ministry of Environment and Ministry of Energy and Water is designing a national Energy Monitoring Reporting and Verification (MRV) system for the energy sector. The project is being promoted done by the National Directorate of Climate Change and Sustainable Development with support of the UNDP Climate Promise Project. The MRV system development is under UNDP’s Climate Promise: From Pledge to Impact, funded under the Enhancing Climate Transparency (ECT) initiative. The objective of the initiative is to provide comprehensive capacity building support on climate data and transparency to the francophone and lusophone countries. Countries will submit their request for support on transparency using the Transparency Helpdesk.

The Enhancing Climate Transparency (ECT) is global initiative working with a number of developing countries, including in Angola to improve their climate action transparency to provide guidance and tools to help these countries measure and report on their greenhouse gas emissions, as well as the impacts of their climate actions. Additionally, ECT works with these countries to build their institutional and technical capacity to develop robust and transparent national systems for measuring and reporting on climate action. At the national level, countries must establish systems for collecting and reporting data on their climate action plans, progress, and results. This includes developing national-level policies and regulations that ensure data accuracy and completeness, as well as establishing systems for monitoring and verifying emissions data. To achieve the desired transparency objectives, the Angola Climate Promise under ECT project aimed to help to develop an effective institutional arrangement in the energy sector.

     Objectives

1 Develop a comprehensive MRV system, including financial flows into the energy sector, and improve the transparency and effectiveness of Angola's climate actions in the sector.

2 Develop an energy data management tool system that tracks progress toward the country's clean energy targets and aligns with its NDCs. The system has the potential to provide a comprehensive view of the country's energy production, consumption, and emissions, and helps to identify opportunities for further emissions reductions.

3 Produce policy recommendations and draft regulatory instruments that will strengthen coordination arrangements among institutions on climate change and processes for the implementation of MRV tools and actions.
