Introduction
Country: UkraineThe primary objective of this assignment is to conduct a comprehensive gap analysis of existing regulations and create secondary legislation and an Album of Technical Solutions as a recommended annex to the Order from the Ministry of Regional Development on "Approval of Requirements for Near Zero Energy Consumption Buildings (NZEBs)", which aligns with common practices in the EU and CA EPBD.
The expert will support UNDP and the Ukrainian Government in bringing construction’s energy efficiency regulations up to European standards. This includes identifying and prioritizing needs, facilitating communication with stakeholders, and proposing detailed solutions for the draft order. The role involves streamlining the existing building codes, creating regulatory documents and a technical roadmap, active and effective communication with professional communities, associations, construction market specialists, educational institutions, and others.
By contributing to bringing buildings to NZEB standards and developing advanced secondary legislation, the expert will enhance Ukraine's energy security, promote a green economic recovery, and align with the national energy strategy, all while reducing greenhouse gas emissions and contributing to environmental sustainability.
