Introduction

 Background

UNDP has been working across Afghanistan for more than 50 years on climate change and resilience challenges, gender, governance, health, livelihoods, and the rule of law. Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies and international and national partners, UNDP supports the Afghan people's aspiration for peace, prosperity, and sustainability.

 The Area Based Approach for Development Emergency Initiatives (ABADEI) is a flagship programmed that brings UN agencies and many national and international non-governmental organizations (I/NGOs) and Civil Society Organization (CSO) partners together through a coherent approach and funding platform to enable joined-up programming, wide geographic coverage, and results at scale. ABADEI's focus is to help meet basic human needs and services by revitalizing local markets and helping local communities rebuild their own lives and livelihoods. Enhancing human security and reducing the humanitarian caseload is fundamental to its approach. ABADEI interventions provide an integrated response to the socioeconomic crisis in the country through 1) the provision of essential services (infrastructure, agriculture, health, education, and energy), 2) investments in community livelihoods and local economic activities, 3) strengthening resilience to climate and disaster Risk and 4) building community ownership, engagement, and social cohesion.

The "Women, Work and Water (3Ws): Sustaining Basic Needs and Preserving Community Systems through Climate Resilience in Afghanistan" project, a one-year initiative by UNDP and funded by the Government of Japan, aims to bolster climate adaptation by restoring water resources and ecosystems This project is aimed at safeguarding community livelihoods and supporting vulnerable groups, with a specific focus on enhancing critical livelihood opportunities, strengthening community resilience, and advancing women's empowerment. It involves active engagement with local communities, including women, marginalized groups, and religious leaders.


 

  OBJECTIVES

The overall JSB project on "Women, Work, and Water (3Ws): Sustaining Basic Needs and Preserving Community Systems through Climate Resilience in Afghanistan" aims to bolster climate adaptation by restoring water resources and ecosystems. The WWW project focuses on protecting community livelihoods and vulnerable groups, particularly women and youth, from the impacts of climate-induced disasters and conflict in Afghanistan. It addresses water scarcity, promotes ecosystem preservation, and links these efforts to green jobs and energy, directly and indirectly benefiting 250,000 Afghan women and youth across three regions: Central Highlands (CH), South (S), and Southeast (SE).

The Water, Women, and Work (WWW) initiative concentrates on revitalizing and expanding water infrastructure, mitigating risks associated with climate-induced disasters, and addressing the escalating demands for water. Moreover, it seeks to reduce competition for limited water resources, improve water governance, anticipate uncertainties using data-driven methods, and implement conflict-sensitive strategies.

The proposed assignment, involving capacity building of 500 women and youth on integrated water management. The assignment will commence with capacity-building and new training methodologies and techniques will be introduced to promote participation, interaction, and local knowledge exchange on Integrated Water Resource Management (IWRM) at community level.

Project Output: Women have stronger capacities and understanding of hydrological hazards and climate variability to safeguard their livelihoods while protecting natural resources.

UNDP is seeking technical firm or company with pertinent experience in capacity building in integrated water resource management at community level. The selected technical firm/company will be responsible for implementing the capacity building activities detailed below, across three regions in the Central Highlands, South, and Southeast.

1. Develop Training Curriculum for Master Trainers' Capacity Building and Large-Scale Community-Level Trainings

  • Objective: To develop training curriculum with supporting training manual, infographics, training materials on Water Resource Management (WRM) focusing on traditional practices and watershed preservation
  • Details:
    • Develop a 5-day training curriculum with supporting training manual, infographics, training materials on Water Resource Management (WRM) focusing on traditional practices and watershed preservation.
    • The training curriculum must contain minimum 10 topics on Water Resource Management (WRM). Please refer to Sample Agenda for five days of training for Master Trainers' Capacity Building and Sample Agenda for three days of training for Large-Scale Community-Level Training.
    • The curriculum must be in local languages and translated into English.
    • Training curriculum will be carried out for:
      • Master Trainers' Capacity Building
      • Large-Scale Community-Level Training
    • The training curriculum should focus considering the context, sensitivity and DO NO HARM approach. Graphic designing should be consistent with what is practiced and advised by local community and authority.
    • Training curriculum must be relevant to Afghanistan context. Firm can also reference to document pertaining to Water Stress Index for Afghanistan, Rivers profile, surface water availability and ground water presence in Afghanistan.
    • Upon final approval from UNDP on training curriculum and content, training manual will be printed and distributed to trainings in community level. Training manual and infographics must be in the flipchart rollover format for easy use at the community level.
      • Infographic flipchart must be printed on glossy paper, heavy-duty, required paper weight 80 to 120 GSM (grams per square meter).
      • Flipchart must be rollable structure, portable and durable, minimum size required is 60 cm x 80 cm.
      • 20 copies of infographic flipcharts, 1 infographic flipchart per community.
      • 500 copies of training manuals, 1 copy of training manual per participant.

2. Master Trainers' Capacity Building

  • Objective: To train 20 women and youth (Master Trainers) to promote integrated water resource management in their communities.
  • Details:
    • Conduct master training for 20 Master Trainers selected by UNDP across three regions (list of 20 master trainers to be provided by UNDP).
      • Master training will be conducted in 3 locations (1 location each for Central Highlands, South, and Southeast region), see below Location of Work for details.
      • For each location, 5 days training is required. Each day training must be 2 hours. Per training participant should be maximum 10 persons.
    • Conduct pre-and post-training evaluation, in total 3 assessments, to assess the effectiveness of the program.
    • Produce 1 training evaluation report for Master Trainers' Capacity Building, including data analysis from the pre- and post-training evaluation results.

3. Large-Scale Community-Level Training

  • Objective: To train 500 women from 20 communities in water resource management, leveraging the Master Trainers trained in Activity 2.
  • Details:
    • Conduct 20 trainings for large-scale community-level in 20 communities, 1 training for 1 community location.
      • The firm must leverage and engage the 20 master trainers from Activity 2 to carry out the training. 1 trainer from the firm will support master trainer for each training.
      • Large-scale community level training will be conducted in 20 communities. See below for detailed community locations.
      • For each location, 3 days training is required. Each day training must be 2 hours. 20 trainings in total. Per training participant should be 25 persons. Total trained persons should be 500.
    • Conduct pre-and post-training evaluation for each training, in total 20 assessments, to assess the effectiveness of the program.
    • Produce 1 training evaluation report for Large-Scale Community-Level Training, including data analysis from the 20 pre- and post-training evaluation results.

4. Produce Final Training Report

·       Objective: To analyze and report on the training results and outcome of the water resource management capacity building activity.

·       Must include the final approved training curriculum and content, training manual

·       Must include the training evaluation report for Master Trainers' Capacity Building, including data analysis from the pre- and post-training evaluation results

·       Must include evaluation report for Large-Scale Community-Level Training, including data analysis from the 20 pre- and post-training evaluation results

·       Company must include the data collected for all pre- and post- training evaluation assessments

·       Company must include photos and supporting evidence of all master trains’ capacity building training and large-scale community level training completion
