Description of the Assignment:
The national consultant will be expected to conduct research, especially of documents written in Lao language, based on the direction and technical support from the international consultant. Following from an earlier assessment of incentives, and using available local information, the consultant will assist as required to build the BIOFIN plan for Lao.
1. Under the direction of an international consultant, the national consultant will compile conservation finance data from departments relevant to biodiversity conservation, including: Environment, Forestry, Agriculture, Fisheries, Health, local and international NGOs and from donors.
2. The consultant will provide cost estimates of the proposed actions in the NBSAP that are not currently funded by these departments.
3. Report to and assist an international consultant including conducting other research as required.
4. Assist in the preparation of the national expenditure needs assessment by providing information on local salaries, logistical costs, and departmental capacities.
5. Assist in the preparation of the national finance plan by providing local information on the proposed financing mechanisms as required.
To achieve the stated objectives, the consultant shall provide the following:
1. The consultant will report to the international consultant for approval of deliverables, and for payments to the project supervisor.
2. Required reports include a report on government and other conservation expenditures, and estimates of cost requirements to meet revised NBSAP priority targets.
3. The consultant is expected to meet with the main stakeholders to compile information on funding sources and current expenditures.
4. Desk space at UNDP, Lao, will be provided. The consultant will work to arrange meetings, workshops, and collect information and data, as required by the international consultant.
5. The national consultant will assist the international consultant by providing information on government processes and assist with translation at meetings.
All outputs and documents where applicable to be submitted in electronic form (soft copy) with approved formats compatible with Microsoft Office and Adobe Image and other files in approved formats.
Period of assignment/services: 50 working days.
