Introduction
UNDP Viet Nam is looking for 01 qualified national consultancy firm/institute/organization for the implementation of solutions focused on enhancing capacity, traceability, transparency of waste aggregators and improving income and working conditions for informal waste workers in the recycled plastic value chain
Viet Nam integrated the concept of circular economy (CE) into the Law on Environmental Protection 2020 and issued Decree 08/2022 to guide the implementation of the law, outline criteria, roadmaps and mechanisms to encourage the circular economy. Currently, the National Action Plan on CE, which is soon to be approved, delineates priority sectors and products for circular transformation with the inclusion of the reuse and recycling of plastic packaging within industrial production and processing activities.
The National Action Programme (NAP) for Sustainable Production and Consumption mentioned the formulation of policies, regulations and standards on ecolabelling, sustainable design, ecological design and design for recycling and reuse, as a key task for the Ministry of Industry and Trade (MOIT). In this NAP, plastic packaging and products are put forward as a priority sectors. Eco-design has been widely acknowledged as a key step in the transition towards the CE by creating material loops, facilitating collection, segregation, and recycling of materials.
With funding from HP Inc., the project in Viet Nam was the first to be launched globally. In Viet Nam, UNDP and TCI collaborate with Duy Tan Recycling, and its suppliers to identify opportunities to improve the lives and livelihoods of informal waste workers. Building on a baseline assessment and stakeholder workshops, this project has identified 22 solutions to improve the livelihood of IWWs. UNDP is now looking for a national firm/organization to implement these solutions in 2025.
UNDP is looking for a national firm/organization to implement solutions focused on enhancing capacity, traceability, transparency of waste aggregators and improving income and working conditions for informal waste workers in the recycled plastic value chain.
The specific objectives are to:
• Build trust and collaboration among actors across the plastic value chain (including Duy Tan Recycling, aggregators, and IWWs).
• Increase IWWs' access to health insurance, facilitate access to low-interest loans, and improve on-site infrastructure at waste aggregation points.
• Increase awareness among relevant actors on topic such as market fluctuations, taxation, legal regulations, health and safety, and worker rights, improving business processes and documentation among aggregators.
