Introduction

UNDP Viet Nam is looking for 01 qualified NGO, national research institution, or firm to design and deliver a training program that equips young people with the knowledge and skills needed to critically navigate issues of privacy, online speech, and rights-based approach in the digital age through a gender lens.

Over the past decade, Viet Nam has undergone a rapid digital transformation, marked by advancements in digital infrastructure, e-government services, and technological innovation. While these developments present significant opportunities, they also bring complex challenges such as addressing privacy concerns, combating online extremism and misinformation, and mitigating the widening digital divide- issues that are particularly pressing in the accelerated context of Industry 4.0. These challenges require to be looked at with a rights-based approach lens, where values such as equality and non-discrimination, participation, justice, and accountability are at the core to ensure equitable outcomes.

The specific objectives are to:

·       Build capacity of youth on privacy, speech, and gender issues including concepts, limitations, historical debates surrounding these topics, with the goal of raising awareness and fostering a deeper understanding of these complex issues.

·       Empower youth to develop critical thinking, analytic and presentation skills to engage meaningfully in governance processes and advocate for inclusive, equitable, and accountable digital transformation.
