Description of the Assignment:
National Consultant for Supporting the implementation of economic development initiatives, including SDG integration and leading the drafting of economic research, and policy briefs
Rwanda's Vision 2050 aims to achieve prosperity and well-being for all by targeting upper-middle-income status by 2035 and high-income status by 2050. This vision is implemented through medium-term national strategies, starting with the National Strategy for Transformation 1 (NST1, 2017–2024), which has established a strong foundation for subsequent development phases. Despite global challenges, Rwanda has made remarkable progress, supported by homegrown solutions, robust governance, and citizen participation.
As the country transitions to NST2 (2024–2029), aligned with the Sustainable Development Goals (SDGs), UNDP continues to be a key partner, offering technical support, policy advice, and programme financing to advance Rwanda’s sustainable economic transformation. This collaboration focuses on initiatives that strengthen national planning, SDG integration, economic growth, and capacity building for sustainable development.
Key Responsibilities
The consultant will:
Support to MINECOFIN in NST2 Implementation:
- Strengthened linkages between Vision 2050, SDGs, NST2, and institutional plans by defining priorities and fine-tuning sectoral implementation plans.
- Provided technical support for refining cost/expenditure plans, aligning them with macro and medium-term frameworks, and developing resource mobilization strategies.
- Enhanced MINECOFIN's capacity by collaborating with staff across departments on coordination, planning, financing, monitoring, and evaluation of NST2.
- SDG Integration: Advanced SDG alignment with national planning and budgeting processes through costing analyses, budgeting methodologies, and acceleration pathways to achieve SDG targets.
- Economic Complexity Analysis: Partnered with MINECOFIN to identify policy interventions for job creation, economic growth, and industry development using big data and online platforms.
- Statistics Capacity Building: Strengthened research and data generation capacities through collaboration with universities and NISR to mainstream sustainable development and eliminate poverty.
- Conducted ongoing analysis of Rwanda’s political, economic, and social developments.
- Developed knowledge products (e.g., policy briefs, economic updates) to support sustainable economic transformation.
- Facilitated policy dialogues on private sector engagement and NST2 implementation.
180 days starting from 27th December 2024 with no commitment for extension. Key milestones will be reviewed and approved by MINECOFIN and UNDP.
Qualifications
- Master’s degree in Economics, International Development, Statistics, Public Policy, or related fields.
- At least 10 years of experience in economic policy advisory, programme management, and multilateral organizations (preferably UN agencies).
- Proven expertise in economic research, knowledge production, and project management.
- Familiarity with econometrics and STATA is advantageous.
Skills:
- Strong analytical, writing, and communication abilities.
- Proficient in managing time, prioritizing tasks, and demonstrating initiative.
- Effective in presenting, negotiating, and resolving complex issues.
Other Competencies:
- Advanced computer skills and cross-cultural sensitivity.
- Mature and adept at handling politically sensitive matters.
Language Proficiency:
- Fluent in spoken and written Kinyarwanda and English.
Period of assignment/services:180days starting from 27th December 2024.
