Introduction
Global Benchmark on Agriculture Insurance
The Next Generation of Agriculture Insurance Programmes: building on the Pradhan Mantri Fasal Bima Yojana (PMFBY) & Restructured Weather Based Crop Insurance Scheme (RWBCIS) of Government of India, and other large-scale or fast-growing national programmes.
This assignment seeks to conduct a Global Benchmark on Agriculture Insurance using as a point of reference the Pradhan Mantri Fasal Bima Yojana (PMFBY) & Restructured Weather Based Crop Insurance Scheme (RWBCIS), the two variants of crop insurance scheme implemented by the Government of India (GoI), and other large-scale or fast-growing national programmes implemented by Governments from the Global North and Global South.
Specific objectives:
- Assess a set of comparable schemes including schemes in developed markets in the Global North (USA, EU – Spain and Italy, China, and Turkey or Brazil) and fast-growing schemes from the Global South (Colombia, Indonesia, Kenya, Philippines, Rwanda, Senegal, Uganda, and/or Zambia).
- Identify and assess the interventions and innovations (including their thinking and strategies in policy amendments and technology adoption) led by PMFBY and GoI that can contribute to the global agriculture insurance market thinking and the next generation of agriculture insurance programmes.
- Identify trends from the global agriculture insurance market that can inform adoptable and potential innovations and transitions for the next phase of the PMFBY from India and Uganda Agriculture Insurance Scheme (UAIS) from Uganda.
- Position the uniqueness of PMFBY in the global agriculture insurance market as a Best Practice / Success Model.
- Assess how Global Benchmark of PMFBY can contribute to global agenda on Agriculture Finance for smallholder farmers and SMEs, in particular how agriculture insurance schemes are incorporated into broader financial resilience mechanisms, especially in regions with high climate variability.
