Introduction :

Although the Convention on the Rights of Persons with Disabilities (CRPD) was adopted 17 years ago and has been ratified by more than 180 countries, challenges in bridging the gap between CRPD standards and the experiences of persons with disabilities (PWDs) exist, especially in low-income countries. States demonstrate lack of understanding of the General Principles of the CRPD in Article 3  and the essential building blocks or preconditions needed to ensure disability inclusive development. These preconditions relate to these principles and cut across all of the articles of the CRPD. They include foundational aspects that are indispensable in addressing the requirements of PWDs and should be considered in all public policy making and programming.

UNDP Vietnam is looking for a qualified national firm/institute/organization to conduct Annual Quantitative Research on disability-inclusive governance with persons with disabilities in 2023 & 2024.  

This assignment’s objectives are: (i) To understand how Vietnamese PWDs perceive of their local governments’ performance and experience with local public services, especially when co-existing safely with COVID-19; (ii) To enhance PWDs’ participation in monitoring their local government’s decision-making processes and (iii) To suggest policy actions related to disability inclusion for central and local governments in response to pandemic, climate change as well as in everyday public governance matters and social challenges.
