Introduction

I.         Background

The Tanzania Insurance Regulatory Authority (TIRA) was established in 2009 under Section 5 of the Insurance Act Cap. 394 (hereinafter referred to as “the Act”). Subject to the general supervision of the Minister responsible for Finance, TIRA is charged with the responsibility to coordinate policy and other matters related to insurance in the United Republic of Tanzania. One of the core functions of the Authority is development of the insurance market in Tanzania.

It is in this context that TIRA is providing leadership in origination and incubation of Tanzania Agricultural Insurance Scheme (TAIS) in partnership with public and private sector insurance industry partners. The broad objective of the TAIS is to provide agriculture insurance products that are available, accessible, relevant, appropriate, and simple to protect the priority areas of agriculture as identified by the Agriculture Sector Development Programme (Phase two) ASDP II. TAIS also aims to the transformation of subsistence farmers into sustainable commercial farmers by enhancing resilience measures from shock events such as weather and climate vagaries, pests, and diseases. Development of TAIS is still at an infant stage with a recently completed road map supported by IFAD that has informed the need for a comprehensive feasibility study and the development of business case model for smart subsidy for farmers.


To accomplish this, UNDP is seeking to procure the services of a competent service provider capable of providing Developing a business case for smart - subsidy  consideration for the Tanzania Agriculture Insurance Scheme (TAIS).
