Introduction
UNDP Pakistan’s approach to development aims to contribute to a more peaceful, inclusive, and rights-based Pakistan, advancing the achievement of the SDGs, in particular, SDG 5 and SDG 16. UNDP acknowledges the inter-connectedness of peace, and development and focuses on improvements in rights-based community stabilization to contribute to more inclusive, tolerant, and stable societies across the country. In line with the overarching goals of access to human rights, gender inclusion, fostering young people’s civic efficacy and sustainable economic development, the project, through individual and community interventions aim to strengthen social resilience and equip youth with values, knowledge, and climate adaptive skills to exchange, communicate and cooperate peacefully across social and cultural boundaries, and to meaningfully engage in civic processes that can nurture inclusive and peaceful communities. The rationale behind this project stems from the urgent need to address the youth’s aspirations and concerns – as the lack of basic service delivery and a system offering too few opportunities to the youth can incite them to discontent. Youth can play important roles in the future local development and resolution of conflicts within their communities. They are more likely to capitalize on their resilience constructively, thus becoming very valuable assets in peacebuilding. Moreover, enhancing structures that provide them the necessary support to find a meaningful and constructive place in society would go a long way to redirect youth’s energy from conflict to societal development. The DHL project has thus developed a community-led model for stabilization and engagement with vulnerable youth, implemented in different regional contexts in Pakistan including the Swat District, Khyber Pakhtunkhwa (2017 – 2018), Karachi, Sindh (2018 – 2019), Multan, Punjab (2020-2021) and in Quetta, Balochistan (2021- 2022) and Khyber, Mohmand and Kurram, KP province (2022-2023) and in District Khyber ( 2023 – 2024) all focusing on vulnerable men and women.
