Description of the Assignment: National Consultant / Team Leader to execute Component 1 and 2 of the Global Biodiversity Framework Early Action Support (GBF EAS) for Republic of Mauritius project and to lead the project implementation. 

 

Period of assignment/services: 75 working days between January 2025 to April 2025.


The United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP) in partnership with the Convention on Biological Diversity (CBD) Secretariat, and with funding from the Global Environment Facility (GEF), are implementing the Global Biodiversity Framework Early Action Support (GBF-EAS) Project. The main project objective is to fast-track readiness and early actions to implement the post-2020 GBF by providing financial and technical support to 138 countries, including Mauritius.


Through this project CBD Parties will take early action on the post-2020 GBF with a focus on four components: 1) rapid review of the National Biodiversity Strategy and Action Plans (NBSAPs) for alignment with the post-2020 GBF; 2) assessment of monitoring systems; 3) policy and institutional alignment and review of policies for coherence with the GBF; and 4) biodiversity finance activities. Financial and technical support is being provided through two pathways: first, grants from the GEF to eligible Parties; and second, a globally coordinated technical support service. An inclusive, whole of government and society approach will be followed during this process that strives to account for gender equity, and the full and effective participation of local communities and youth.


The purpose of this consultancy are as follows:

- Conduct a rapid screening of NBSAP (Component 1)

- Review and provision of recommendations for consideration of national targets (Component 1)

- Review and provision of recommendations for consideration of the update of the NBSAP (Component 1)

- Gaps in monitoring systems are assessed and identified (Component 2)

- General administration of the project implementation
