Introduction
Conduct an Evaluation of the Peacebuilding Window of UN Sri Lanka covering the period between 2022-2024.
In line with the United Nations Sustainable Development Cooperation Framework (UNSDCF), the Peacebuilding window interventions focus on framing support for governance institutions and strengthening processes to address inequalities and vulnerabilities through more accountable, evidence-based, and inclusive policies and services to strengthen the public’s trust in the State.
However, given the adoption of the new UNSDCF 2023-2027, the evolving country context and the forthcoming electoral cycle, it became apparent that peacebuilding priorities needed to be re-oriented. Thus, following extensive inputs from the Outcome Results Groups (ORGs) on governance, human rights and social cohesion, as well as consultations with development partners and civil society, the SDG Fund’s interventions via the Peacebuilding Window were re-oriented in 2024 towards:
• Reducing land conflicts and accelerating resettlement of displaced families in the Northern and Eastern Provinces;
• Strengthening the capacity of actors engaged in the protection of human rights and promotion of social cohesion; and
• Reducing hate speech and disinformation in the context of economic and political change, including elections
Objective;
The objectives of this evaluation would be to:
1) Consolidate lessons learned through peacebuilding activities undertaken via the peacebuilding window, which in turn would inform ongoing and future programming.
2) Examine the relevance and impact of peacebuilding activities undertaken via the peacebuilding window
3) Inform of any strategic exercises undertaken by the UN, Sri Lanka, in terms of developing priorities for future programming efforts by identifying a minimum of 03 potential areas within the current scope of work or elements outside it.
