PROJECT DESCRIPTION

In May 2022, the President of the Republic of Kazakhstan signed a decree establishing the new Ulytau region. The region’s industrial sector is the main driver of its economy, largely determining its socio-economic condition and the stability of its social climate. The manufacturing industry accounts for most the region’s industrial output, with the production of base and precious metals comprising approximately 85%. The region is home to Kazakhstan’s largest copper producer, which employs one-third of the local population.

In addition to the low economic diversification in the region's cities and dependence on large enterprises, the Ulytau region faces other socio-economic challenges, including: a negative migration balance of the working-age population and a high proportion of NEET (Not in Employment, Education, or Training) youth; issues with access to drinking water and low adoption of water-saving technologies in agriculture and low efficiency and survival rates of micro- and small businesses, among others.

As part of the UNDP Regional Program, the design of a sustainable development strategy for the Ulytau region is planned. This includes assessing the current regional development plans and creating recommendations and an action plan aimed at improving and developing the region.

ОПИСАНИЕ ПРОЕКТА

В мае 2022 года Президент Республики Казахстан подписал указ об образовании новой области Улытау. Промышленность области является главным сегментом региональной экономики, которая в основном определяет социально-экономическое состояние и стабильность социального климата региона. Основная доля промышленного производства области приходится на обрабатывающую промышленность, где производство основных и благородных металлов составляет порядка 85%. В области расположен крупнейший производитель меди в Казахстане, где занята треть жителей региона.

Кроме слабой диверсификации экономики городов области и зависимости от крупных предприятий, область также сталкивается с другими социально-экономическими проблемами: отрицательное сальдо миграции трудоспособного населения и высокая доля NEET молодежи, проблемы с питьевой водой и низкая распространенность водосберегающих технологий в сельском хозяйстве, низкая эффективность и выживаемость микро- и малого бизнеса и др.

В рамках региональной программы ПРООН планируется разработка стратегии устойчивого развития области Улытау, в том числе оценка текущих планов развития региона, и разработка рекомендаций и плана мероприятий по улучшению и развитию региона.
