Background and Context


In 2017, the Department of Information and Communications Technology (DICT) started the implementation of the Free Public Internet Access Program (henceforth referred to as the “Program”) through RA 10929, which aims to provide free broadband internet access to public places across the country, specifically 104,000 Wi-Fi sites by 2023. However, challenges in the bidding and implementation process, limited access to cost-effective and up-to-date technology options, as well as limited capacity of local telecommunications companies have slowed progress toward this goal. 


Hence in 2018, DICT sought the assistance of UNDP to accelerate the roll-out of the Program. Working in partnership with DICT, UNDP used its Direct Implementation Modality to apply its procurement system and partnership agreement instruments to provide Wi-Fi services and strengthen ICT ecosystem for designated areas that currently have no or limited access to the Internet, and to sites that were highly affected by the pandemic and/or natural disasters such as higher educational institutions (HEIs), public and rural health units (RHUs), and local government units (LGUs). 


The free Wi-Fi project was amended in 2022 in view of the challenges faced by the project during the first three years of the FWFA implementation. Amendments were made to consider the new context and priorities of the Philippine Government, especially after a pandemic and several disasters experienced by the country, includes: a) broadening free public Wi-Fi access to include geographically isolated and disadvantaged communities (GIDAs) and indigenous peoples (IP) communities, b) strengthening the health care information and communications technology (ICT) systems of government, and c) enhancing disaster preparedness and response of DICT and LGUs for responsive and resilient connectivity and communications.. The amendment was guided by the discussions and agreements made in a series of Project Board and High-Level Meetings between the DICT and UNDP in the Philippines, and in consultation with key government partners. 


The updated project is entitled: “Connectivity, Capability, and Resiliency through Free Wi-Fi for All (CoRe FW4A).” The goal of CoRe FW4A project is focused on achieving inclusive and sustainable internet connectivity in public places, government agencies and instrumentalities nationwide, empowering all citizens, including women, youth, and marginalized groups, through enhanced institutional capacities of government and widespread accessibility in public HEIs, RHUs, LGUs, GIDA, and IP areas. To this end, the project works towards the following overarching outputs: 

Output 1: Broader people’s access to free internet services in designated sites; 

Output 2: Capacity of DICT strengthened to install and manage ICT, internet equipment and services, and in ICT assessment and planning; and 

Output 3: Disaster preparedness and response for emergencies including health-related connectivity and communications resiliency improved for DICT, sub-national, and local government offices. 

a. Output 3a: Healthcare ICT ecosystem strengthened for rural health units, vaccination centers, and public hospitals. 

b. Output 3b: Disaster preparedness and response for emergency connectivity and communications improved for DICT, sub-national and local government offices. 


With the UNDP Philippines implementation of the new Country Program Document 2024-2028, the Institutions and Partnership Programme proposed conducting the progress monitoring workshop for the CoRe FW4A project to align the project's current targets with the new CPD. The UNDP CoRe FW4A PMO and the DICT FW4A PMT participated in the Theory of Change and Foresight Workshop last 15-17 May 2024 in Tagaytay. The team developed an updated Theory of Change and a revised/restated Impact Statement during this exercise. As a result of this exercise, the Project agreed to develop a Data Collection Tool to be instituted as part of the monitoring and evaluation program of the CoRe FW4A Project and for adaptation of DICT. 


DICT and UNDP conducted sessions developing the tool from 22 July to 12 September 2024. The teams pilot tested the tool via field mission surveys in Real, Quezon, and Rizal, Laguna, from 01 to 03 October 2024. With the learnings gathered during pilot testing, the PMO revised the data collection tool. 


The scheduled Data Collection field surveys will be conducted in Region 8 in November and CAR in December 2024, and another data collection field survey will be conducted in January 2025 (areas to be determined). These areas will be subjected to the same follow-up data gathering to be completed before May 2025.


Scope of Work


UNDP seeks to engage the services of an individual consultant (IC) to support the data analysis and provide capacity building for the monitoring and evaluation of the project partners. 


The Consultant is expected to accomplish the following activities with corresponding deliverables: 


1. Identification of Relevant Hypotheses for Exploration and Analysis 

a. Follow through meetings with DICT and UNDP to understand the data collection tool, existing data and database, resulting in a written document of relevant hypotheses for exploration and analysis. 

b. Presentation of the review document to DICT and UNDP for feedback. 


2. Support to Data Collection activities: 

a. The CoRe FW4A, with the DICT, conducted an initial data collection through survey and focus group discussions. The IC is expected to join the Project Team on at least two (2) of the four (4) data collection field missions scattered between the contract period.

b. Observe the data collection activities scheduled from January to May 2025. 

c. Provide recommendations to improve to the data collection process and tool 


3. Data Processing and Analysis: 

a. Cleanup of collected data from respondents spread across per island group during the data collection field missions from November 2024 to May 2025. 

b. Apply statistical methods to analyze data sets. c. Segment data to identify distinct groups or trends within the data set. 


4. Data Interpretation: 

a. Identify trends and patterns using statistical techniques to interpret data trends and anomalies. 

b. Build interactive dashboards for internal use using tools like Power BI, Google Data Studio, Tableau, and the like for real-time data insights. 

c. Create visual representation (charts, graphs) to simplify complex data sets and highlight key findings. 


5. Data Analysis Report: 

a. Compile findings into comprehensive report, including methodologies, analyses, recommendations, and conclusions. 

b. Create an executive summary for stakeholders to communicate key insights and recommendations. 

c. Design and prepare presentation deck to communicate findings to teams, management, and other stakeholders. 

d. Revise reports based on stakeholder feedback to ensure clarity and relevance. 


6. Capacity building for DICT and UNDP personnel: 

a. Develop learning modules/guides for use of the participants; 

b. Develop facilitators’/trainer’s guide for each module; 

c. Develop a presentation deck for each module; 

d. Conduct a four (4) day capacity building for DICT and UNDP staff using the collected data on data analysis tools and techniques.

iii. Number of Attendees: approximately 30 participants (DICT Central and Regional personnel and UNDP)

Qualifications of the Successful Individual Contractor

Education
Bachelor's degree in mathematics, statistics, business, computer science, information technology, engineering, data analytics, data science, social science, or other relevant fields.

Experience
Minimum of two (2) years of work experience in data analysis, data management, data science, programming, and statistics
Minimum of two (2) years of experience in conducting training, facilitating, and developing training modules related to Data Analytics and Monitoring and Evaluation

At least one (1) published or publicly available research work for development, non-government organization, or government on data analytics or similar projects,
Preferably work on data analytics for connectivity, ICT, electricity access, or community development

Language

Excellent written and verbal communication in English and Filipino (must be indicated in the CV)

Period of assignment/services (if applicable):  60 person days spread over 5 months (February 2025 to June 2025), unless revised in a mutually agreed upon timetable between the expert and UNDP
