Description of the Assignment:
Improving waste management in Asia and the Pacific islands is a critical environmental issue due to
increasing waste production, driven by urbanization, population growth, and consumerism. By 2030, waste
in the region is projected to rise from 802 million tons (2016) to 1.1 trillion tons, exacerbating environmental
challenges. Organic waste makes up 50-70% of municipal waste, while plastics, though a smaller fraction,
pose significant long-term environmental and health risks. Despite efforts, waste management systems,
particularly in rural areas, are underdeveloped, with informal sectors playing a key role in recycling. To
address this, stronger waste management frameworks, including circular economy models and investment
in infrastructure, are needed.
In the Philippines, waste management is a growing concern, with municipal solid waste (MSW) expected to
rise significantly by 2025. The country is a major contributor to marine plastic litter, and while the
government has enacted policies like the Extended Producer Responsibility (EPR) Act of 2022 to tackle
plastic pollution, challenges remain. Efforts such as the EU-PH Partnership for Green Economy and the
Green LGUs Project aim to enhance circular waste practices at the local level, involving the private sector
and civil society. The UNDP, through its partnership with the Coca Cola Foundation (TCCF), is prioritizing
the fight against plastic waste by investing in circular economy solutions, aiming to reduce waste leakage
into rivers and oceans. The Plastic Circularity Project will provide strategic support to over 9 Asia Pacific
countries, fostering an enabling environment for circular interventions in the plastic lifecycle. The Philippine
Plastic Circularity Project will focus on plastic waste collection, recycling, piloting innovative business
models, and providing training and strategic assistance to governments and stakeholders. It will support
marginalized groups, including youth and gender-focused initiatives, by providing opportunities through
social enterprises and innovative business models that promote plastic waste reduction and recycling.
These initiatives will help develop sustainable waste management systems that continue beyond the
project’s lifespan.
With strong commitment to mainstream social and environmental sustainability, UNDP is ensuring the
application of the social and Environmental Standards (SES) in its programs and projects. A key mechanism
to ensure these standards are applied is through UNDP’s project-level Social and Environmental Screening
Procedure (SESP) which is a requirement for all proposed projects. The objectives of the SESP are to: (a)
Integrate the SES Overarching Principles (human rights, gender equality and environmental sustainability);
(b) Identify potential social and environmental risks and their significance; (c) Determine the Project's risk
category (Low, Moderate, High); and (d) Determine the level of social and environmental assessment and
management required to address potential risks and impacts.
Objectives and Scope of Work:
The Individual Consultant will be engaged to carry out project-level Social and Environmental Screening, Assessment, and Management Planning. Specifically, the IC is expected to deliver the following:
1. Complete the UNDP Social and Environmental Screening Procedure (SESP) screening tool and support the detailed assessment of project-related social and environmental risks and measures for all project components/outputs, incorporating these into a Risk Log/Risk Register.
2. Consult and verify screening results with relevant stakeholders, LGUs, CSOs, regional offices of DENR, DILG, local communities and indigenous peoples/ethnic minorities within project landscapes, potentially affected by the project.
3. Develop the Environmental and Social Impact Assessment (ESIA). With support from the CO, other targeted assessment such as gender analysis and capacity gap analysis will also be conducted as a result of the screening.
4. Based on the ESIA, develop an Environmental and Social Management Plan (ESMP) and Stakeholder Engagement Plan (SEP).
5. Identify an appropriate design of a grievance redress mechanism (GRM) for the project based on the existing government and UNDP mechanisms.
6. Provide technical support in incorporating SES-related results/milestones in the M&E plan/system of the project
7. Provide capacity-building activities such as orientations and trainings for national and local stakeholders on strengthening implementation of safeguards management plans and Project GRM given the over-all Project design.
