A. Project Title
UN Joint Programme (JP) on Global Accelerator (Supporting the acceleration of decent job creation and enhancing social protection for just transition in the Philippines)
B. Background and Description
ILO, UNICEF and UNDP are collaborating to implement a UN Joint Programme (JP) on “Supporting the acceleration of decent job creation and enhancing social protection for just transition in the Philippines” that aims to accelerate the implementation of the country's national policy and programme frameworks through the development of innovative and responsive strategies for decent jobs creation, accessible and integrated social protection, and just transition. Two major outcomes are envisioned: (1) the adoption of a Global Accelerator Roadmap through national, sub-national, and sectoral dialogues and key consultations with stakeholders; and (2) enhanced capacities of institutions and relevant stakeholders to fully implement the GA Roadmap. Specifically, the JP will support the Philippine Development Plan 2023-2028, the Philippine Labor and Employment Plan, and the Social Protection Plan 2023-2028.
This UN Joint Programme is an agreed initiative with the Philippine government and the United Nations in the Philippines to support the long-term National Employment Master Plan as mandated by the new Trabaho Para sa Bayan (TPB) Act and to enhance capacities of multi-stakeholders to participate in the multi-level consultations on the GA Roadmap formulation to be steered by the TPB Inter-Agency Committee. As prioritized by the Philippines Government, the GA Roadmap will focus on two sectors identified among key employment generators – the construction and transportation sectors. The JP brings together critical national and sectoral stakeholders, leveraging the resources of the UN strategically led by the International Labour Organization, United Nations Development Programme, and the United Nations Children’s Fund, and key government agencies particularly the Department of Labor and Employment, National Economic and Development Agency, Department of Trade and Industry, Department of Transportation, and Department of Social Welfare and Development.
To support in realizing the objectives of the project, the JP is engaging a Consultant to Develop a Policy Legal Framework for Integrated Delivery of Social Protection in Construction and Transportation Industries. Construction and transportation industries/ sector are identified by government as among the industry priority growth areas under the National Employment Plan for economic development and jobs creation. Specifically, consultant will help realize the opportunity for an integrated delivery of social protection aims to streamline and enhance the effectiveness of social protection programs by ensuring that legal frameworks are cohesive, comprehensive, and aligned with industry needs and requirements especially for women, children and young people impacted by the operations of construction and transportation industries. This consultancy seeks to develop a robust policy legal framework that will support the integrated delivery of social protection services.
The purpose of this initiative is to support the Philippines in the development of the Philippine roadmap for decent jobs, social protection and just transitions.
C. Scope of Work and Outputs
The purpose of this consultancy is to Develop a Policy Legal Framework for Integrated Delivery of Social Protection (including Family-Friendly Policies) in Construction and Transportation Industries.
This consultancy contributes to Output 1.1 of the JP which states that Institutions and systems are strengthened to develop a competitive and equal labour force that can adapt to the future of work, whose rights are protected and promoted, and provided with safe working environment (UNSDCF Output 2.3)
In order to directly contribute to the project output and outcome, the main objectives of this consultancy are:
• To review existing legal frameworks and policies related to social protection (including family-friendly policies).
• To identify gaps and overlaps in the current legal and policy environment in the Philippines.
• To develop a comprehensive policy legal framework that supports the integrated delivery of social protection services for the construction and transportation industries.
• To ensure the new framework aligns with international best practices and human rights standards.
The consultant will undertake the following tasks:
• Conduct a comprehensive desk review of existing social protection laws, policies, and regulations of the government (including gaps, overlaps, and inconsistencies in the current legal and policy framework) with direct implications to the construction and transportation industries.
• Engage with key stakeholders, including government agencies, non-governmental organizations, and beneficiaries, to gather insights and feedback.
• Develop a draft policy legal framework for the integrated delivery of social protection for the construction and transportation industries.
• Facilitate two (2) workshops and consultations to validate the draft framework with stakeholders.
• Finalize the policy legal framework based on feedback received.
Competencies and Qualifications
The successful candidate must possess the following qualifications:
• Minimum Master’s degree in social sciences, public policy, public management, social protection, sustainability, or a related field
• At least 10 years of experience in providing consultancy / advice to UN / international development organizations, international financing institutions, national government agencies working on social protection, decent work/ labor, human rights and business and industry development
• Demonstrated knowledge of Philippine employment/ labor, social protection, and industry development, and just transition
• Professional experience in developing policy consultancies and advisory at national level on social protection
• Demonstrated experience in drafting policy frameworks, policy briefs and guidance, policy research, labor and industry development, human rights and child rights
• Fluency in Filipino and excellent written and spoken English
