The objective of this Request for Proposal (RFP) is to solicit proposals from qualified vendors to conduct a hazard risk vulnerability analysis of Gaya. This assessment aims to assess and analyze the potential hazards, risks, and vulnerabilities faced by the district and its population at a scale of 1:2500.
SCOPE OF TENDER
The scope of conducting the HRVA is as follows:
· Identify hazards: The HRVCA will identify and assess various hazards that pose a threat to the district. This includes but is not limited to seismic events, floods, tropical storms, extreme heat, industrial accidents, and public health emergencies. The objective is to have a comprehensive understanding of the potential hazards.
· Assess risk levels: The HRVCA will evaluate the risk levels associated with identified hazards. This includes analyzing historical data, conducting probability assessments, and considering the potential consequences of each hazard. The objective is to determine the likelihood and severity of different risks to prioritize resources and mitigation efforts effectively.
· Evaluate vulnerabilities: The HRVCA will assess the vulnerabilities of critical infrastructure, essential services, and vulnerable populations within the district. This includes evaluating the resilience of buildings, transportation systems, utilities, healthcare facilities, and socio-economic factors that may exacerbate vulnerability. The objective is to identify areas that require improvement to enhance the district's resilience and reduce vulnerability.
· Develop mitigation strategies: Based on the findings of the HRVA, the selected vendor will propose appropriate mitigation strategies to reduce the impact of hazards, manage risks, and strengthen the district’s overall resilience. The objective is to develop actionable plans and recommendations that will help district’s officials and stakeholders prioritize resources and take proactive measures to mitigate potential risks.
· Foster collaboration and preparedness: The HRVCA will promote collaboration and coordination among relevant stakeholders, including government agencies, emergency services, community organizations, and residents. The objective is to facilitate the development of effective emergency response plans, communication networks, and public awareness campaigns to enhance preparedness and response capabilities.
· Enhance disaster recovery and resilience: The HRVCA will provide insights into the district’s capacity for post-disaster recovery and resilience-building. This includes assessing the existing recovery plans, identifying gaps, and proposing strategies to expedite recovery processes and facilitate the restoration of critical services. The objective is to develop strategies that minimize disruption and expedite the recovery phase following a disaster.
