Description of the Assignment: The Government of Nigeria is embarking on the process of preparing its Voluntary National Review (VNR 2025). To facilitate the effective recognition and integration of volunteers' contributions to the 2030 Agenda, the United Nations Volunteers (UNV) programme will support the VNR process.
The VNR process aims to facilitate the sharing of experiences, including successes, challenges and lessons learned, with a view to accelerating the implementation of the 2030 Agenda. VNRs also seek to strengthen government policies and institutions and mobilize multi-stakeholder support and partnerships for the implementation of the Sustainable Development Goals. The Sustainable Development Council (SDC) is leading this process and coordinating with various stakeholders with a view to presenting the VNR report in June/July to the UN High-Level Political Forum.
UNV and other volunteerism stakeholders will work to increase the recognition of volunteerism's contributions to the 2030 Agenda in VNR reports. To achieve this goal, UNV works with UN Member States and other stakeholders to provide evidence on whole-of-society approaches in their VNRs. This is usually done through the generation of data and evidence and the convening of volunteer stakeholders at the national level. In this regard, there is an urgent need to deploy a national consultant with experience in qualitative and quantitative analysis, situation analysis and development evaluations, particularly on the SDGs, to address this issue.
The objective of the consultancy is to strengthen national capacities for policy review, through a qualitative and quantitative review of SDG areas relevant to mainstreaming volunteerism, by contributing to national stakeholders and the UN Country Team Task Force to ensure adequate analysis of the situation.
Therefore, the analysis of the national situation on volunteerism, civic engagement and participation based on international practices, the identification of a normative and policy environment, updated datasets, good practices and volunteer involving organizations (VIOs) that contribute to key SDGs and national development priorities. Thus, it will be a key input for the preparation of the VNR as well as a state-of-the-art baseline for further analysis, planning, implementation of SDG strategies and response under the 2030 Agenda.
The objective of this consultancy will be to conduct the situation 55 analysis (SA) of volunteerism in Nigeria, as inputs into the VNR, covering the following elements:
1. Normative and policy environment, regulatory frameworks
Global regulatory environment; UN resolutions on volunteerism and the SDGs.
Laws and policies related to volunteering.
National development plans or policies for accelerating the SDG agenda.
Sectoral/thematic strategies in relevant SDGs (priorities with UN system and government)
2. Functional volunteering solutions, initiatives or programmes, including organizations and relationship to the policy environment.

3. Volunteers' commitment to achieving the SDGs
At least 5 examples of volunteer work related to specific SDGs
