Introduction
Country: Xam Neua Houaphanh, Laos
Description of the Assignment:
Background
Historically, the Lao People’s Democratic Republic (Lao PDR) has grappled with the illicit cultivation of opium poppy, which poses significant social and economic challenges to both the local communities and governmental authorities. In 2023, approximately 5,000 hectares of opium cultivation remained in the northern parts of the country, primarily in economically disadvantaged regions such as Houaphanh province.1 In addition, the province is increasingly becoming a passageway for drug trafficking to Viet Nam. As a result, drugs are readily available in the area – risking increased use, abuse, and the potential development of dependence and related medical and psychosocial consequences among local communities.
To address these challenges, UNODC, in collaboration with the Lao National Commission for Drug Control and Supervision (LCDC), the Provincial Committee on Drug Control (PCDC), and relevant development partners, initiated an intervention in 2016. This effort targets the interconnected issues of opium cultivation, poverty, and transnational organized crime while providing support to at-risk communities in Houaphanh province.
This UNODC project is implemented in the Xamneua district of Houaphanh province, Lao PDR, under the guidance and supervision of the UNODC Lao PDR Office, supported by UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP). The project outcomes support beneficiaries in all four target districts: Xamneua, Xone, Kwan, and Xamtai districts. Opium is cultivated in all these districts, and all villages in the target areas are either growing or have recently grown opium. The concerned districts are highlighted in the map below.
