Context of the services required

The main objective of the project is to integrate climate risks into development planning at the national and subnational levels and to ensure the implementation of step-by-step and transformational adaptation measures that strengthen Kazakhstan's resilience to climate change.

Stated objective of the project: IF the project establishes clear mandates, coordination mechanisms and standard procedures for adaptation to climate change in four priority sectors at the national and subnational levels through a multi-stakeholder process, and enhances the capacity of decision-makers from the public and private sectors to integrate adaptation into development planning, implementation of adaptation solutions, expanding access to climate services, information, maintenance Kazakhstan will be able to implement both phased and transformational adaptation measures, ultimately strengthening its resilience to climate change, BECAUSE the state, civil society and private sector entities in priority sectors will be aware of climate risks, will have an appropriate institutional framework, capacity and evidence base for adaptation planning, and opportunities to attract investment in adaptation.

The NAP Kazakhstan project should create conditions for the inclusion of adaptation solutions in at least 4 long-term national strategic documents. Thus, NAP will be present in Kazakhstan's top-level documents and will create an opportunity for the formation of adaptation solutions in sectoral documents.

In addition, regional akimats have a need to carry out adaptation initiatives at the level of their region and prepare adaptation plans, the preparation of such plans requires special knowledge and training of specialists. To include adaptation in national strategies and policy documents, it is necessary to analyze the national public administration system and identify "entry points".

In this regard, it is planned to hire a national expert on the analysis of national strategic documents to understand the entry points for enabling adaptation (hereinafter referred to as the Expert). This action will make it possible to include the priorities of the NPA in at least four long-term national policy/strategic documents. This will make it possible to integrate adaptation to climate change into the development planning system and consolidate policy measures in the field of environmental protection. Currently, the project provides for the inclusion of adaptation in policy documents related to Kazakhstan's Carbon Neutrality Strategy until 2060, which clearly outlines the need for economic development that is resilient to climate change.

Заявленная цель проекта: ЕСЛИ в рамках проекта будут установлены четкие мандаты, механизмы координации и стандартные процедуры для адаптации к изменению климата в четырех приоритетных секторах на национальном и субнациональном уровнях через процесс с участием многих заинтересованных сторон, а также повышен потенциал лиц, принимающих решения, из государственного и частного секторов для включения адаптации в планирование развития, реализации адаптационных решений, расширения доступа к климатическому обслуживанию, информации, ТО Казахстан сможет реализовать как поэтапные, так и трансформационные меры по адаптации, в конечном итоге усилив свою устойчивость к изменению климата, ПОТОМУ ЧТО государство, гражданское общество и субъекты частного сектора в приоритетных секторах будут осведомлены о климатических рисках, будут иметь соответствующую институциональную базу, потенциал и доказательную базу для планирования адаптации, а также возможности для привлечения инвестиций в адаптацию.
