Introduction
Task 1. Development of Animation Videos and Publication Materials.
Under this project, Water Protection Zone guidelines have been developed and Gender-focussed Leadership trainings on four different topics (modules) have been conducted in four districts. To further promote the adoption and replication of these initiatives and facilitate knowledge transfer to other districts within the provinces, the project would like to develop.
- An animation video and booklet (both English and Lao versions) showcasing the step-by-step process for application of the guidelines and demarcation of water protection zones. The video and booklet are to be developed based on the Guideline prepared by the project.
- Animation video and simplified booklet for each of the four training modules delivered as part of the project. To develop these, presentations, photo and video evidence, training manuals generated and by the project during the trainings are expected to be used.
The firm is expected to primarily draw upon existing material from the project as well as use secondary content and graphic design software applications to generate high quality, visually appealing, simplified and user-friendly content that can be easily comprehended by village-level farmers and district level officials. The content is to be develop in both English and Lao language.
Task 2. Design of communication and visibility materials for project activities
The project will be implementing a number of activities on ground which include upgrading of evacuations centres, conducting of pilot initiatives, distribution of relief goods for emergency preparedness, village development initiatives related to IWRM including Disaster risk reduction and Climate Change Adaptation related measures. As part of these activities the project expects to require the following support
- Documentation (video and/or pictorial) of implementation, progress, results and impacts of notable activities including interviews with beneficiaries, local authorities, notable stakeholders.
- Design and printing of logos on material and/or goods delivered as part of the project as well as installing of project information boards to enhance project visibility and awareness.
- Development of publication materials, brochures as evidence of implementation of project activities and showcase project results.
- Draft and design content using information generated by the project for press releases in news media, UNDP website and/or other platforms as appropriate
- Produce photo essays and blogs for publishing on appropriate media channels
- Periodically support the update and management of online and offline content generated by the project.
The firm is expected to use mainly materials and photographs generated by the project team during field visits. However, as necessary the firm may also be expected to travel to the field to support the project team for the coordination of documentation and communication related tasks.
Task 3 Communications support during project events, trainings, workshops and community engagement activities
The project shall be undertaking a series of consultations with targeted communities, organizing trainings and capacity building workshops as well as collaborating with government partners to organize larger events and conferences. The firm is expected to support the project team in relation to i) covering the event by organizing photographic, audio and/or video footage as appropriate; ii) conducting interviews as needed with stakeholders; iii) design and development of pamphlets, brochures, posters and/or promotional materials for workshops and events; iv) design and printing of standee and banners as needed; and v) support for organization and/or arrangement of audio-visual equipment at the designated venues as needed. The communications materials for such events are expected to be developed in both English and Lao language. The project expects to require support for the following activities
- Larger Events and Conferences:
o Launch/Dissemination event for the Water Protection Zone guidelines. One event each in Khammuane and in Champasak provinces;
o National Water Symposium organized in partnership with other ongoing projects, development organizations and government partners;
o National Water Day event organized by the Department of water resources;
o Final project closure event to showcase project results, impacts and insights.
- Capacity Building trainings and workshops
o Launch of Relief Fund Facility event for each of the four target districts (i.e. Thakek and Nongbok in Khammuane, Sanasomboun and Pakse in Champassak). As part of this launch 1-day fund management trainings will also be provided to stakeholders.
o Final Endorsement and Dissemination workshops of Integrated Climate Resilient Flood Management Plans prepared for each district.
- Community-based consultations
o Handover of CCA and DRR goods to beneficiaries from the respective eight targeted villages as part of the Relief Fund Facility grant
o Ceremonies in the eight targeted villages for the final Upgrade Completion/Handover of the evacuation centres
Other community-led events that may be organized on i) gender and youth, ii) special occasions; iii) high-level visits.
Other general expectations
- To support relevant tasks the firm is expected to use its own equipment such a camera(s), video-camera(s), drones, graphic software applications as well as other audio-visual equipment as required for the completion of the assignment.
- The Firm is expected to produce high quality content in both English and Lao language for this assignment.
- The number of field missions and travel requirements are to be determined in consultation with the project management unit.
- The firm is expected to cover costs of the consultancy team participating in the respective field missions, capacity building workshops, and events with the Project covering all other related costs.
- In consultation with the project management unit and the UNDP Country Office, the firm may be expected to support additional tasks needed as part of its adaptive management approach. Such support will be requested as agreeable to the firm in line with the overall objectives of the project.
Technical proposal
Interested bidders/ firms are requested to submit a technical proposal outlining their proposed approach/ methodology for each of the tasks as listed in this TOR, together with an activity workplan that includes proposed field missions, in-country meetings and workshops.
