Introduction
On June 22nd, 2023, the RGoZ, through the First Vice President’s Office (FVPO), officially launched the Biodiversity Finance Plan (BFP) for implementation, which includes 13 financial solutions designed to address biodiversity financing gaps. A list of finance mechanisms and solutions is provided on the BIOFIN website. One of key prioritized finance solutions described in the BFP include redesigning/repurposing subsidies potentially harmful on biodiversity. This calls for conducting a subsidy study to assess the impact of potentially harmful subsidies on biodiversity. BIOFIN Zanzibar, has accomplished a rapid assessment study for this purpose. The rapid assessment stage was crucial for mapping and prioritizing the potentially harmful subsidies across sectors in Zanzibar. It generated preliminary information for understanding how the mapped subsidies may adversely affect biodiversity and their potential for reforms towards mitigating/reducing/avoiding their impacts. Four priority subsidies have been earmarked for a detailed assessment to inform their potential reform for sustainable biodiversity conservation and socio-economic development. These subsidies include agricultural subsidies which aimed to boost food production and farmer income where the government cover significant portion of the cost for purchasing pesticides, inorganic fertilizer and seeds. The tourism infrastructure development subsidies which give the tax relief for the investment in the tourism sector, and the fisheries subsidies which provide tax exemption for the importation of some of the fishing vessels, and gears in supporting of deep-sea fisheries activities. All of these subsidies, have an implication on the status of biodiversity in Zanzibar. The detailed assessment aims to identify and evaluate subsidies that could potentially harm biodiversity across critical sectors such as agriculture, fisheries, and tourism and propose reform scenarios.
The Consultancy’s role will thus be fundamental in advancing these objectives by providing analysis, conducting thorough detailed assessments of prioritized subsidies that are potentially harmful to biodiversity in the mentioned sectors in Zanzibar, and contributing to the development of actionable recommendations for subsidy reforms. The team will work closely with the BIOFIN team, the RGoZ, and other relevant stakeholders to ensure the successful detailed assessment of the prioritized subsidies.
