Introduction

Description: Action Research to Enhance Citizens-Users’ Experience with E-Services in 2025
Duration: From 1 March to 30 August 2025

Overall objective: To enhance user experience with e-service portals at provincial level so that no one is left behind in Viet Nam’s government digital transformation efforts towards 2025, with a vision towards 2030

Specific objectives:

(1)   A thorough review of user experience with accessibility and utility of available electronic public administrative services (or e-service portals) being provided at the central level from the National E-Service Portal and at the local level through 63 Provincial E-Service Portals in Viet Nam, with a focus on users as ordinary citizens and users with difficulties in using e-services such as persons with disabilities, ethnic minorities, the elderly and persons with low educational levels; and,

(2)   Evidence-based policy and practical recommendations for central and local government agencies on relevant courses of actions on how to improve user experience on the central and provincial e-service portals, with a concrete roadmap for developing a model user-first e-service portal included in the recommendations.
