BACKGROUND
The information in this Scope of Work (SOW) describes the objectives and requirements that the United Nations Security Management System in Guinea-Bissau (UNSMS) has in seeking an Unarmed Private Security Services (UPSS) commercial/private provider to provide general unarmed private security guard services for UNSMS facilities in Guinea-Bissau.
Those services are predominantly related to access control posts, foot and mobile patrols, security of infrastructures, compounds, premises, CCTV monitoring and safety of parked vehicles and assets within the perimeter fence lines of the existing installations, and outside adjacent UN properties.
Please refer to Appendix "A" to this document for the description of the sites and the number of guards required for the different existing installations.
This SOW shall become an integral part of any contract subscribed between the UNSMS and the awarded UPSS.
The primary responsibility for the security and protection of personnel employed by the United Nations system organizations, their spouses and other recognized dependants and property, and of the organizations’ property rests with the host Government. This responsibility flows from every government’s normal and inherent function of maintaining order and protecting persons and property within its jurisdiction. In the case of international organizations and their officials, the Government is considered to have a special responsibility under the Charter of the United Nations or the host Government’s agreements with the individual organizations.
Without prejudice to the responsibility of the host Government for ensuring safety and security, certain circumstances may arise where it is necessary for the United Nations Security Management System (UNSMS) to supplement the capacity of the Host Government. The UNSMS may use commercial (private) security services for specific security functions, to complement existing UNSMS capacities or to deliver security services in a cost-effective manner without endangering or compromising the security of UNSMS personnel and visitors.
The UNSMS in Guinea-Bissau requires security management and guard services for the locations, days, and hours shown in this document. The guard force is a key element of the UNSMS in Guinea-Bissau security program and is one example of our commitment to providing a safe and secure working environment for our employees, UPSS providers and visitors
