Assessment of government-to-person payments (G2P) to design and develop a pilot

Introduction

The objective of the assignment is to assist UNCDF teams to design digital payment mechanisms and implement a pilot to improve the effectiveness and efficiency by leveraging mobile money channels over and above bank channels 

Under the supervision of the Samoa Country Coordinator and Pacific Regional Programme Manager, the G2P Consultant will scope, design and lead pilot implementation

a. The objective of the assignment is to assist UNCDF teams to design digital payment mechanisms and implement a pilot to improve the effectiveness and efficiency by leveraging mobile money channels over and above bank channels 

Under the supervision of the Samoa Country Coordinator and Pacific Regional Programme Manager, the G2P Consultant will scope, design and lead pilot implementation. Specifically, the objectives are: 

 

·       Mapping all disbursement schemes being implemented by the Samoa National Provident Fund

·       Mapping existing IT systems and capabilities of of Samoa National Provident Fund for digitization of up to two selected disbursement schemes leveraging Digital Financial Services

·       Conduct stakeholder consultations and assess the capacity of beneficiaries for leveraging DFS

·       Assess disbursement channels, infrastructure and Payment Service Providers (PSPs); This entails detailed process for digitization of disbursement, with reconciliations etc. Proposing updated processes and technical solution for the digitized disbursement of selected disbursement schemes, aligned with Samoa National Provident Fund’s business requirements

·       Identification of IT solutions design, vendors (complete technical specifications), if needed

·       Support in contracting and on-boarding of selected Payment Service Providers (PSPs); 

·       Finalizing the pilot design, develop streamlined and efficient procedures for facilitating the disbursement.

·       Provide assistance to disbursing institution in transitioning to digital channels and making disbursements in a timely fashion. 

·       Lead implementation and management of the pilot of digitized disbursement of up to two disbursement schemes through 2 disbursement cycles; 

·       To document the lessons learned from the experience and assist in developing knowledge products 

Proposal should be submitted directly in the portal no later than indicated deadline.
