Description of the Assignment:  This consultancy will take place under the Outcome 2 of the MEG Project. Its purpose is to organise and perform independent evidence-based annual evaluation of 31 partner LGs (21 new and 10 old partner LGs) against a set of 14 predefined performance indicators from the Performance Based Grant Methodology (the Methodology). The selected consultants will receive two separate Methodologies – one for old and another for new partner LGs. Both Methodologies clearly define performance indicators, criteria, ponders and corresponding means of verification. Performance indicators in both Methodologies are focused on three specific areas of LG management: 1) development management; 2) accountability and participatory decision-making; 3) management of water services (water supply and wastewater treatment).  

The consultants will the analyse the results of the 2023 annual evaluation in accordance with the two methodologies and produce two narrative reports (one for the old and one for the new partner LGs) including graph analysis and adequate ranking tables, clearly ranking 21 new and 10 old MEG partner LGs, based on their overall performance against the performance indicators and the baseline data. This analysis also needs to include LGs’ compliance with the minimum criteria, as defined in the methodologies, clearly taking into consideration only the LGs that have met all the minimum criteria agreed with the Project and stated in both Methodologies.

For the above-mentioned purpose, three (3) independent consultants will be hired - one Lead Consultant (subject of this ToR) and two supporting consultants (not subject of this ToR). Each consultant will be tasked with data collection, evaluation and reporting in 10 LGs, while the Lead Consultant will have one additional LG, thus bringing the total number of LGs distributed among consultants to 31. 

a)       Background Information

The baseline evaluation was completed in April 2022 for all 31 MEG partner LGs, and the data obtained therefrom will be used as the basis for calculation and determination of their annual progress that will be captured during the evaluation process. The consultants will receive individual baseline data for each LG, and the Project team will provide appropriate support and guidance, including the list of relevant contacts in each LG, report format and content structure, sample of the previous power point presentations, summaries and overviews, sample of the data structure for the LG evidence submission/collection, etc.

Performance indicators in both Methodologies are focused on three specific areas of LG management: 1) development management; 2) accountability and participatory decision-making; 3) management of water services (water supply and wastewater treatment).  

Period of assignment/services: March 2023 – April 2023 (up to 37 days)
