Introduction
The study visit programme will seek to provide opportunities for group of participants, approx. 35 representatives of working groups for drafting laws on water services from BIH entity the Federation of Bosnia and Herzegovina (FBiH) and entity Republika Srpska (RS), to get acquainted with best practices in the area of regulation of the water and wastewater pricing (underlining the reforms in Croatian water services sector as EU member states); financial and operational performance of water utilities. Study trip would be organised in the period April 7 – April 11, 2025 (5 days in that period), including travel.
The scope of the study visit will be designed to best serve the learning needs of the targeted participants. Among the key aspects to be presented and discussed during the visit are essentially those related to the existing legal, policy and institutional framework under which the Croatian water services sector operates, with specific focus on the water services regulatory framework. Importantly, experience on evolvement of water tariffs during EU accession process and their control by the authorities, lessons learned, role of the Ministry of Environmental Protection and Green Transition of the Republic of Croatia, current institutional and legal setup, will be also presented.
Moreover, the host system will familiarise participants with its existing service delivery framework, sharing of best practices and lessons learnt from the viewpoint of Croatian experience in water supply service sector.
The Ministry of Environmental Protection and Green Transition of Croatia should be the main host partner for this study tour.
Duration of the study trip: From April 7 – April 11, 2025 (5 days in that period), where the first and last day (April 7 and April 11, 2025) are envisaged for travel and 3 full working days will be available for delivering the substantive content of the study visit.
