Introduction
[SCOPE OF TENDER]
The main objectives of the assignment will be to develop a roadmap for the review and update of the NDC in Eswatini for the mitigation sectors including Waste, AFOLU, IPPU and Energy to inform the review and update of an enhanced and ambitions NDC 3.0 beyond 2025. This will start with a review of the existing policy documents and data sources for the mitigation sectors, particularly those that have been published since the launch of the NDC 2.0. The scope of enhancement options will then be assessed. This will include the integration of revised inventory outcomes, NDC stocktake conducted under BTR project, the extension of the adaptation analysis, and the consideration of additional or more detailed policy interventions. The whole process will be supported by stakeholder consultation and close collaboration with government experts across sectors to ensure the GoE’s ownership of the process and the results as well as commitment to implementation of the NDC.
SPECIFIC RESPONSIBILITIES:
- Conduct a stocktaking review of the progress of the NDC 2.0 and its implementation plan focusing on mitigation sectors to assess achievements, challenges, gaps, and areas needing strengthening for the NDC 3.0 updates.
- Evaluate current and future policies addressing present mitigation needs and ongoing efforts, with consideration of issues including the emission reduction targets of Eswatini by 2035, 2050 and beyond.
- Review existing greenhouse gas (GHG) emissions data across all mitigation sectors (Waste, AFOLU, IPPU, and Energy) to identify data gaps and recommend actions to improve data collection, management, and reporting systems.
- Evaluate emerging low-carbon technologies and recommend feasible options for each sector to accelerate emission reductions.
- Identify opportunities for technology transfer and capacity building to enhance the adoption of innovative mitigation solutions.
- Facilitate a comprehensive stakeholder consultation process, ensuring active participation of government experts, local experts, and civil society organizations to promote ownership and commitment to the NDC update process by the Eswatini government and national stakeholders.
- Provide concrete recommendations for mitigation measures for each sector or gas, with clear rationale and justification. Ensure these measures align with sectoral and national emissions goals and highlight their development benefits. Additionally, suggest ways to prioritize these measures effectively and in line with sustainable development and Sendai Framework.
- Liaise and work closely with the GHGs Lead Expert on the GHG Inventory and the Technology Transfer, Research and Systematic Observation on matters relating to GHG inventories and technology requirements for mitigation in Eswatini.
- Propose updates to policies and regulatory frameworks to remove barriers and enhance the effectiveness of mitigation measures.
- Evaluate the socio-economic impacts of proposed mitigation measures, including their benefits for job creation, economic growth, and health improvements.
- Recommend additional mitigation measures not currently listed in the NDC and NDC implementation plan for each sector, with clear rationale and justification.
- Finally, develop an NDC Mitigation Roadmap report for the mitigation sectors outlining updated or new targets.
