Introduction
UNDP Bhutan is seeking proposals from the qualified and experienced International consultants for the development of Reintegration and Aftercare Services.A brief objectives and scope of the assignment are as follows:
The assignment will encompass the development of a holistic approach/framework to reintegration and aftercare services (the continuum of care). The framework will focus on:
- Restorative Justice and Sustainability: Ensuring all plans and actions align with the principles of restorative justice, fostering community engagement and support for former inmates.
- Comprehensive Reintegration Services: Establishing a variety of support systems that address educational, psychological, social, and economic needs of inmates both during incarceration and post-release.
- Capacity Building and Training: Developing comprehensive HR and training programs and curricula for both inmates and staff to foster effective management of reintegration and after care efforts and enterprises.
The framework should be gender responsive and inclusive to meet the needs of persons with disabilities and women inmates and associated personnel.
Objectives
- To develop a robust framework for reintegration and aftercare services that addresses mental health, housing, and community integration, ultimately aiming to reduce recidivism rates.
- To develop a comprehensive HR and capacity development plan for enhancing reintegration and aftercare services.
