The International Covenant on Civil and Political Rights (ICCPR) is one of the core international human rights treaties of the United Nations. Viet Nam became a party to the ICCPR on 24 September 1982 and has since engaged in three reporting cycles (1990, 2002, and 2018). 

The fourth National Report on the implementation of the ICCPR (CCPR/C/VNM/4) was submitted on 3 April 2023. Viet Nam is currently preparing for the interactive dialogue with the Human Rights Committee (CCPR) in the 144th session, scheduled for late July 2025. In this context, organizing a mock session to review the ICCPR National Report will be both practical and valuable. It will enhance the delegation's preparedness for the Geneva session, where they will present the report and respond to questions from the Committee. A similar exercise was conducted by the United Nations Development Programme (UNDP) in 2019 to support the government, and it proved to be a valuable experience.

It is also worth highlighting that since the last reporting cycle, Viet Nam has served as a member of the Human Rights Council (HRC) and is seeking to extend its tenure for another term. Effective engagement with the HRC during this critical process could strategically support the country’s performance and international standing. With support from UNDP in Viet Nam, the Ministry of Justice (MOJ), the designated national focal point for ICCPR implementation and the coordination of periodic national reports with relevant ministries—will organize a mock session on the ICCPR.

UNDP Viet Nam is seeking an international consultant to support the Ministry of Justice (MOJ) to prepare for the review of the 4th Periodic Report of Viet Nam under The International Covenant on Civil and Political Rights (ICCPR). The overall objective of the assignment is to support the MOJ for the upcoming ICCPR review and subsequent implementation of the Concluding Observations.
