National Consultant - Needs Assessment for NBSAP

Introduction

UNDP Bhutan is seeking a proposal from a qualified and eligible individuals for the consulting Services for Conducting a Comprehensive Needs Assessment and Developing a Strategic Roadmap for the Effective Implementation of Bhutan's NBSAP. Please refer to the attached Terms of Reference for more details.

A brief objectives and scope of the assignment are as follows:

To strengthen Bhutan's institutional and technical capacities for effective implementation of its upcoming National Biodiversity Strategies and Action Plan (NBSAP) by conducting a comprehensive need assessment and developing a strategic Roadmap to guide the effective implementation of Bhutan’s 5th NBSAP. This will be aligned to the national priorities and the 13th Five-Year Plan. More specifically, the objectives of the project include:

a.       Conduct a comprehensive assessment to evaluate existing gaps and needs in the implementation of NBSAP 

b.       Develop a plan of action with a clear roadmap based on assessment needs 

1.    Scope of the work

This assessment shall cover, but is not limited to the following:

4.1 Capacity Needs Assessment

a.       Review the draft NBSAP focusing on targets, strategies, and actions, in particular target 20.

b.       Identify agencies/institutions relevant to the implementation of NBSAP. 

c.       Review the complied information from the CNA assessment through the Regional Consultation

Deliverable: A list of agencies relevant to the implementation of NBSAP identified and documented. 

4.2 Review of Existing HR and Skills

a.       Review CBFs (FO, EO, BO, Regulatory Officer, etc.), HR Master Plan for relevant agencies.

b.       Identify the competencies and skillsets needed for the implementation of NBSAP.

Deliverable: Develop a list of skillsets and competencies based on the review. 

4.3 Conduct a System Mapping Workshop

a.       Comprehensively assess existing needs, identify critical gaps, and develop actionable recommendations to address those gaps effectively.

b.      Identify key stakeholders and leverage participatory methodologies to ensure a holistic understanding of the system’s strengths, weaknesses, and interdependencies

Deliverable: Gather insights for evidence-based interventions, strategic planning, and targeted resource allocation, ultimately supporting the successful implementation of the NBSAP

4.4    Develop plan of Action with clear roadmap based on needs assessment

a.       Compile and synthesize results from the CNA exercise from the regional workshops, the information gathered from the systems mapping workshop and the review of existing human resources and skills. This will help identify and align gaps with the needs required for the effective implementation of the NBSAP.

b.       Develop a comprehensive roadmap tailored to support the successful implementation of the NBSAP. This roadmap should:

    1. Align with NBSAP’s timeframe and available resources.
    2. Reprioritize capacity needs based on the timeline and targets outlined in the NBSAP, ensuring resources and efforts are directed toward achieving the most critical milestones effectively.

Deliverable: Develop a detailed roadmap that outlines specific actions, identifies key stakeholders, establishes clear timelines, and defines mechanisms to effectively address capacity gaps and ensure the successful implementation of NBSAP.

4.4. Revision of Target 20 

a.       Revisit Target 20 of NBSAP to ensure its alignment with the newly developed capacity-building roadmap for enhanced coherence and effective implementation.

Deliverables: Provide specific recommendations to amend the strategies and actions in line with the road map, as appropriate.
