Title of assignment: Consultant for Portfolio evaluation: Rehabilitation of war-damaged social infrastructure
Duty Station: home-based.
Period of assignment/services: up to 50 working days
The main objectives of the Consultant’s assignment are:
- Final Evaluation of the “EU4UASchools” project to fulfil the provisions of the Humanitarian Implementation Plan (HIP) ECHO/UKR/BUD/2022/91000, which was prepared and issued on the basis of the EU financing decision ECHO/WWD/BUD/2022/01000,
- Mid-Term Evaluation (MTR) of the “Repair of Schools in the War Affected Areas” project to analyze its progress towards the achievement of the project objectives and outcomes as specified in the Project Document and assess early signs of project success or failure with the goal of identifying the necessary changes to be made in order to set the project on-track to achieve its intended results. The MTR will also review the project’s strategy and its risks to sustainability.
The nature of the evaluation is largely a management tool to provide the Project team and stakeholders with an account of results against the initial plans, Project Document, and financing decision, and to provide recommendations and guide further partners and UNDP’s interventions.
1. The purpose of the portfolio evaluation is three-fold, and it focuses on:
1. analyzing the progress of implementation of the projects and their overall performance, relevance, effectiveness, efficiency, impact, sustainability and coherence, particularly in consideration of the full-scale war in Ukraine;
2. identifying and documenting the lessons learnt and best practices applied, including viable suggestions on operational directions, which could be sharpened and further enhanced in new initiatives;
3. provide recommendations and inform the development of further donors’ and UNDP’s interventions accounting for the ongoing war and its impact on governmental partners, as well as for the need of further UNDP’s assistance. This will not only support accountability, inform decision-making and allow UNDP and the Project Board to better manage development results, but it will also pave the way towards the development of the follow-up phase of donors’ and UNDP’s intervention. The scope of the Portfolio Evaluation will cover the activities undertaken by the Projects from their inception, implementation and until accomplishment.
Given the nature of the Portfolio Evaluation, Consultant shall carry out the following tasks:
a) collect data and insights on each of the projects and hold meetings and interviews with the relevant stakeholders, including local government, beneficiaries, and community members. UNDP will provide support in organization of meetings and logistical arrangements as necessary.
b) conduct necessary consultations and interviews with project team and partners. Examine how stakeholders assess the Projects and what their concerns and suggestions are. Discuss the existing needs and how further EU and UNDP’s interventions, including potential Projects’ follow-up phase (if any), can address them.
c) conduct overall analysis of the projects and their implementation progress. Clarify issues that emerge from the preliminary analysis of the Projects and require hard and soft data to substantiate their reasoning:
- assessing the Projects’ progress towards achievement of the objectives, expected outputs and outcomes as specified in the Project Documents following a number of parameters set under evaluation questions in the sections below;
- comparing the planned outputs of the Projects to actual outputs;
- evaluating the relevance of the objectives, expected outputs and outcomes set accounting for the impact of the ongoing war;
- review of the Projects’ strategy and its risks to sustainability, including possible weaknesses in the Projects’ design, management, human resource skills and resources;
- examining the Projects’ processes, their strengths & weaknesses, and areas for improvement in project implementation etc.;
- assessing the indicators of the Projects’ success or failure with the goal of identifying the necessary changes to be implemented in order to calibrate the project-related activities towards meeting emerging needs of government partners by the end of each Project;
- identifying the coordination and collaboration mechanisms & flaws among the Projects’ stakeholders and UNDP.
d) review of the progress indicators and targets set in a logical framework in terms of their relevance and feasibility in accounting for the country context and provide feedback on achieving the targets;
e) identify and document the lessons learned that can both improve the sustainability of benefits from the Projects’ achieved before the onset of full-scale war and tailor UNDP’s response to the needs and priorities of Projects’ beneficiaries arising, in certain perspective, due to war;
f) provide clear recommendations for adaptive management in order to improve the Projects’ output over the remaining part of their lifetime, guiding further DG ECHO and UNDP’s interventions and inform the development of the Projects’ follow-up phase upon consulting with the beneficiaries;
g) conduct desk research of projects’ core documentation (project-related documents, annual work plans and available progress reports, board meeting minutes, midterm review report, etc.). The set of documents to be reviewed will be prepared by UNDP Ukraine.
The Portfolio Evaluation should assess the Projects’ performance against the review criteria, as outlined in the UNDP Evaluation Guidelines, based on OECD-DAC evaluation criteria: relevance, effectiveness, efficiency, sustainability, and coherence. The Consultant should also address how both Projects applied the human rights-based approach and gender mainstreaming in development efforts. The evaluation will be carried out during the timelines specified above. The PE should be conducted in accordance with the guidance, rules and procedures established by UNDP and as reflected in the UNDP Evaluation Policy.
