!PLEASE NOTE: the currency of the proposal is UAH. Furthermore, UNDP will enter into a contract with the selected national consultant in UAH.

Main objectives of the assignment:

The objective of the assignment is to perform energy audits in public buildings (schools, hospitals, kindergartens etc.) in Ukrainian cities upon request from municipal authorities approved by the project to establish the baseline energy utilization patterns through evaluation of various energy consuming systems, assess wasteful practices, determine potential energy efficiency improvements and energy saving opportunities, and present energy audit findings in the form of energy audit report.

Scope of work:

Under the overall supervision of the Project Manager and the direct and guidance of Renewables Specialist (Solar, Technical Component Lead), Energy Audits Consultant is to perform Energy Audits for selected public buildings throughout Ukraine during 2021-2023 to identify the current status of energy performance of the selected buildings and provide comprehensive advice on potential cost-efficient measures to improve it. The consultant will be primarily responsible for the achieving of the objectives of the assignment.

Summary of the scope of work:

1. Review the existing operational characteristics of the building: Through series of meetings, site visits and stakeholder engagements, as might be required, identify and establish the operating characteristics of the facility, energy system specifications, operating and maintenance procedures, preliminary areas of energy audit investigation, unusual operating constraints, anticipated future expansions or changes and other concerns related to facility operations.

2. Review existing documentation and management practice: Review all available facility documentation together with site representatives (where possible). This documentation should include all available architectural and engineering plans, facility operation and maintenance procedures and logs, and utility bills for the previous year(s). The review should cover at a minimum:

Building energy intensity (taking stock of all electrical equipment and appliances in the building, and record their energy usage, ratings, hours of usage, specifications, models)
Fuel sources;
Maintenance contracts;
Maintenance reports;
Occupancy schedules and energy use patterns;
Maintenance budgets;
Utility bills;
Characteristics of the Building Automation System (if any) especially on monitoring of electricity/gas consumption.

3. Detailed inspection of site and energy audit: After a thorough review of the construction, operation and management documentation, perform on-site investigation of the major energy consuming processes in the facility. The inspection and energy audit shall focus on all passive and active systems available on site.

4. Formulation of audit report: Reflect all necessary background and energy data collected on site. Outline staged energy efficiency approach for the building to achieve savings and propose alternative modalities of energy resources. Look into details of proposed technical measures including the economic benefits of implementing them. The report should recommend a series of no/low, medium and investment- intensive energy saving measures (short term / long term projects and project solutions ranging from the least to the most capital intensive to reduce the operational costs, greenhouse gas emissions of the premises operations, and ensure sanitary and hygienic standards related to indoor air quality, temperate and humidity).
