Introduction

Guinea-Bissau is one of the most climate-vulnerable nations due to it's geographical position, economic dependency on climate-sensitive sectors and limited institutional capacity to address large-scale adaptation. Guinea-Bissau has engaged in global climate governance by ratifying the Paris Agreement and submitting it's Nationally Determined Contributions (NDCS.) Despite these efforts, adaptation planning remains fragmented, and the country lacks a structured National Adaptation Plan (NAP) to systematically address risks, prioritize interventions, and integrate climate resilience into national policies. To bridge this gap, the Government of Guinea-Bissau aims to develop a comprehensive and actionable NAP that provides clear strategies for vulnerability reduction, sectoral adaptation, institutional coordination, and climate finance mobilization. This initiative will ensure that adaptation is mainstreamed across national planning processes, reinforcing long-term sustainability, resilience, and social inclusivity.

The objective of this assignment is to develop and operationalize Guinea-Bissau’s National Adaptation Plan (NAP) by assessing climate vulnerabilities, designing sectoral adaptation strategies, and establishing a robust financing framework. This initiative will ensure that adaptation actions are systematically integrated into national planning and aligned with international climate commitments.
