Description of the Assignment:
Objective
The National Gender and Stakeholder Engagement Specialist will develop mandatory project Annexes related to the application of stakeholder engagement and gender mainstreaming and provide technical expertise to the project team on mainstreaming gender equality and women’s and youth empowerment into project implementation. The Consultant will support of the International Social and Environmental Safeguards Expert to conduct and document community consultations (including to secure FPIC), and identify environmental and social safeguard risks and risk management measures. The consultant will be a gender and social inclusion expert with experience in in-depth gender analysis and local community engagement. The Consultant will work under the guidance of the PPG Team Lead.
Scope of work
The successful applicant will be expected to be responsible for the following:
The National Gender and Stakeholder Engagement Specialist will develop mandatory project Annexes e.g. Gender Analysis, Gender Action Plan and Stakholder Engaement Plan. The consultant will be a social inclusion expert with experience in-depth local community engagement.
Responsibilities and Deliverables
1) Preparatory Technical Studies and Reviews (Component A): Prepare inputs and support the required analyses/studies, as agreed with the GEF Internationla and PPG Team Leader, including:
a) In collaboration with the International Social and Environmental Safeguards Specialist, assess presence of Indigenous Peoples/ethnic minorities within project landscapes and their need, gaps and issues in relation to the natural resource managemen. If present, assess potential impacts of the project on their rights, culture and access to , lands, territories, resources, and traditional livelihoods and determine when FPIC applies in accordance with national contexts and preferences. Carry out consultations with communities at demonstration landscape to assess level of understanding and capacity to give consent, and identify community preferences for FPIC process.;
b) In consultation with the International Social and Environmental Safeguard Specialist prepare activity designs for the national and local stakeholder consultations to be undertaken, including a separate focus on gender, ethnic groups as well as vulnerable groups;
c) Undertake consultations and surveys relevant to the preparation of the Gender Equality and Social Inclusion Analysis and Action Plan and work closely with the GEF PPG Team Leader to ensure its findings are meaningfully integrated into the project’s strategy, theory of change and results framework;
d) Prepare the stakeholder analysis and develop into the Comprehensive Stakeholder Engagement Plan, as well as work closely with the GEF PPG Team Leader to ensure its findings are meaningfully integrated into the project’s strategy, theory of change and results framework;
e) Undertake the Indigenous Peoples and Local Communities Capacity Survey to establish baseline scores, and propose mid-term and end-of-project targets and indicators for monitoring institutional capacities and personnel competencies to be developed by the project
f) Advise on gender responsive stakeholder analysis and consultations and ensure that they are complete and comprehensive; and
g) Support the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs as guided by the PPG Team Leader.
2) Formulation of the ProDoc, CEO Endorsement Request and Mandatory Annexes as well as project specific annexes (Component B):
a) Complete the Comprehensive Stakeholder Engagement plan, based on assessments undertaken during Component A and detailed development of project interventions, and identify management measures to mitigate risks to be incorporated into the ProDoc;
b) Using the findings from the comprehensive Stakeholder Engagement plan, provide inputs to the project’s results framework and theory of change; ensure gender considerations are integrated into the project’s theory of change;
c) Support the agreements on project management arrangements and ensure that gender and safeguards are adequately incorporated into these arrangements.
d) Prepare the Gender Action Plan and Budget;
e) Using the findings from the gender analysis, provide inputs to the project’s document including development challenge, results framework, M&E plan, and theory of change;
f) Prepare and finalize additional gender and stakeholder related documentation that are determined to be needed for the preparation of the ProDoc and CEO Endorsement Request as guided by the PPG Team Leader;
3) Validation Workshop (Component C):
a) Contribute to the validation workshop; and
b) Support all necessary revisions that arise during the workshop, as appropriate.
4) Final Deliverables
a) Activity designs of national and local stakeholder consultations;
b) Stakeholder Consultation Report, including FPIC consultations;
c) Comprehensive Stakeholder Engagement Plan
d) Gender Analysis and Action Plan that meet UNDP’s standard, including gender specific training, investments and participation modalities for the project;
e) Appropriate inputs to the final UNDP‐GEF project document based on guidance from the PPG Team Leader including on gender-responsive consultation and consultations with local communities and any Indigenous Peoples present within the demonstration landscape input to Social and Environmental Screening Procedures and other SES-related documents including the ESMF, the Indigenous Peoples Planning Framework (IPPF), the Process Framework (PF) and draft input to Risk Mitigation Strategy; draft input to Overview of Technical Consultancies and Subcontracts; draft input to Landscape Proafile and Situation Analysis; draft input to Project Activities.
Period of assignment/services: 50 working days.
