Description of the Assignment:
Objective
The objective of the GEF PPG National Value Chains and livelihood Specialist will work closely with PPG Team Leader on expanding the adoption of good agricultural practices, and facilitating producer-public-private partnerships in forest and agricultural value chains that will guide project implementation.

The successful applicant will be expected to be responsible for the following:
The National Consultant will be required to perform this assignment as home-based. The Consultant will report to PPG Team Leader and UNDP Country Office focal point.
_Responsibilities and Deliverables:
1. Preparatory Technical Studies and Reviews (Component A): prepare inputs and support the required analyses/studies under Component 2, as agreed with the PPG Team Leader, including:
§ With specific reference to the component of work related to value chains, public-private partnerhship, the National Consultant will prepare inputs for the gender and action plan and Stakeholder Consultation Report and Engagement Plan.
§ Conduct desk review of value chains/market assessment related to agricultural production, Non-timber forest products (NTFPs) of the identified communities within target sites;
§ Mapping private sector that has been engaging in agricultural production, ecotourism-operators (e.g. Lao Green Discovery), and Non-Timber Forest Products (NTFPs) and identify partnership opportunities as well as potential actors who can be part of consultation processes on project design;
§ Explore the approach of Public-Private Partnership to link up between the government of Lao PDR and the private sector &communities in the agricultural production sector, access to markets, ecotourism, natural resource management, and Non-Timber Forest Products harvesting or other related to investments on NPAs, promoting sustainable livelihoods of communities resides within identified target project sites;
§ Work closely with the National Gender and Stakeholder Engagement Specialist who will conduct communities consultation on gender related issues and livelihoods of the target communities related to value chains and livelihoods.
· Undertake consultations and surveys relevant to the preparation of the Community Livelihood and Resilience Intervention Assessmentt.
§ Conduct Community Livelihood and Resilience Intervention Assessment, Landscape Profile and Situation Analysis
Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): Prepare inputs and support the development of final PPG deliverables, as agreed with the PPG Team Leader, including:
§ Develop Value chains Analysis report, including a baseline survey and assessment of existing activities/businesses operating in the identified landscapes, identify and analyse the socio-economic benefits of these interventions – and potential new ones – at local and national levels; collate lessons-learned from existing enterprises, with a focus on factors contributing to success/failure; conduct a rapid market analysis of new opportunities for value chains in the target landscapes;
§ Identify a few promising value chain options for project investments based on cost-benefit assessment, evaluation of supply and demand, value chain processing and product development, marketing needs etc
§ Prepare Community Livelihood and Socio-economic Analysis report
Validation Workshop (Component C):
§ Contribute to the validation workshop; and
§ Support all necessary revisions that arise during the workshop, as appropriate.
Final Deliverables:
· Value chains Analysis and Action report;
· Community Livelihood and Socio-Economic Analysis Report;
· Appropriate inputs to the project’s SES documentation, landscape profile and situation analysis and Stakeholder Consultation Report and Engagement Plan, Project Document, CEO Endorsement Request as well as the Community Livelihood and Resilience Intervention Assessment, the Description of Project Activities and Overview of Technical Consultancies and Subcontracts
Period of assignment/services: 50 working days.
