Introduction
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for an Action Research on senior women officials' participation in local government agencies in Viet Nam.
Viet Nam has made significant progress in promoting gender equality in politics, guided by its constitutional and legal frameworks. Article 26 of the Constitution guarantees equal rights for men and women in all fields, further reinforced by Article 11 of the Gender Equality Law (2006), the Law on Election of Deputies to the National Assembly and People’s Councils (2015), and two National Gender Equality Strategies (NGES). In line with these commitments, the Communist Party has set clear targets to enhance women's political participation. Resolution 11-NQ/TW (2007) established the principle of gender equality in planning, training, promotion, and appointment of officials, aiming for 35–40% female representation in the National Assembly and People’s Councils by 2020. Building on this, Resolution 26-NQ/TW (2018) reaffirmed the goal of achieving 35% female representation in these elected bodies by 2030.
The research will assess the current landscape, analyze the impact of structural adjustments on women's leadership pathways, and identify effective strategies to enhance their participation, particularly as adjustments to the district level's role in the local government structure are being considered. By documenting good practices and lessons learned, the study will generate evidence-based policy recommendations to strengthen women's representation at the provincial and commune levels. This action research and advisory service will support informed decision-making and enhance institutional mechanisms for gender-responsive governance within Viet Nam’s evolving administrative framework.
The overall objective of this service is to contribute to the enhancement of opportunities for senior women officials to participate in government agencies at local levels, considering the potential restructuring of the district and provincial level within Viet Nam’s local government system.
