Introduction
UNDP has been supporting the Government and the people of Nigeria in addressing their development challenges through strengthening and building institutions that promote inclusive sustainable development, democratic governance and peacebuilding, inclusive and sustainable growth and climate change and environment. UNDP and its partners continue to support the government in the implementation of development interventions aimed at meeting the medium to long term goals enshrined in the Nigerian National Development Plan 2021-2025 and the Sustainable Development Goals (SDGs) 2030.
As part of this project, UNDP is supporting the Police Service Commission (PSC) for the development and deployment of the Recruitment Portal within the RAPID E-Governance Platform. This strategic decision will enable the PSC to streamline its recruitment processes, enhance transparency and fairness in candidate selection, improve efficiency and reduce the time and cost. More specifically, the online recruitment portal will streamline and manage the process of attracting, screening, testing, and appointing qualified candidates to the police force. The portal will form part of the data centre for the PSC and will serve as a centralized platform for candidates to apply and for the department to efficiently manage the recruitment process ensuring a streamlined, transparent, and efficient process. The main objectives of the recruitment portal are:
• To automate and streamline the screening process, ensuring that only qualified candidates advance to further stages.
• To facilitate online testing and assessments to evaluate candidates' suitability for the role.
• To manage the appointment process, including scheduling interviews, background checks, and onboarding.
At the same time, UNDP is supporting the Nigeria Police Force’s Gender Unit will focus on enabling systematic collection, analysis, visualisation and report of Sexual and Gender-Based Violence (SGBV) episodes and trends across the country. The overarching goal is to establish a comprehensive platform for the Nigeria Police Force’s Gender Unit focusing on addressing Sexual and Gender-Based Violence (SGBV), including a systematic collection, analysis, visualisation and reporting infrastructure to enable a more evidence-based driven and holistic approach in tackling SGBV incidences across Nigeria. The proposed solution involves the development of a mobile application designed for data entry, case monitoring, analysis, and decision-making processes. This application will be tailored for use by gender officers at police divisions, enabling them to efficiently report SGBV cases, provide updates on case progress, whether in court or during pre-court procedures, and subsequent outcomes of the cases. AWS services is also required for this application.
UNDP is seeking for a firm for the Provision of Amazon Web Services Cloud Hosting and Maintenance for the Police Reform Project. All qualified company that meets with the requirement in the solicitation documents and is interested in submitting a proposal in response to this RFQ should please prepare your quotation in accordance with the requirements and procedure as set out in this RFQ and submit it by the deadline for submission of quotation set out in the request for quotation.
