Introduction

The primary objective of these Terms of Reference (ToR) is to engage a consultancy firm to support the development of:

1. Comprehensive technical specifications for all equipment and materials required for the 400/220 kV, 220/66 kV, and 220/30 kV transformers that meets the operational requirements of General electricity of Libya GECOL. Ensure that the specifications comply with relevant international standards (IEC, IEEE, etc.) and local regulations.

2. Provide clear and unambiguous specifications that allow for competitive bidding by qualified transformer manufacturers.

3. Incorporate all necessary technical requirements to ensure the reliable, efficient, and safe operation of the transformer.

4. Develop a comprehensive and competitive tender document for the procurement of 400/220 kV, 220/66 kV, and 220/30 kV substations.

5. Attract qualified and reputable transformer manufacturers to submit bids.

6. Support through consultations to GECOL a fair and transparent bidding process.
